CASE #: <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF RIVER PINES 5TH ADDITION; <br />CASE OF OAKWOOD LAND DEVELOPMENT, INC. <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Oakwood Land Development has submitted an application to the City for a 'subdivison to be named <br />River Pines 5th Addition. The property is located, on the west side of T.H. #47, immediately north of <br />the existing Apple Ridge/River Pines neighborhood. The Planning Commission reviewed a sketch <br />plan in September that proposed to subdivide the property into 13 single family residential lots with <br />urban services. During the discussion at the September meeting, it was unclear whether the plat <br />acreage included the existing homestead to the east, and if it didn't, whether or not future public <br />access to the east should also be a consideration. The Planning Commission tabled approval of the <br />sketch plan and recommended that the Developer provide options for' future public access to the <br />north and verify the status of the existing homestead to the east. However, there is also a <br />request for rezoning and a comprehensive plan amendment associated with this project and they do <br />require public hearings. Therefore, area property 'owners were made aware of the project because of <br />the September public hearing notices. <br /> <br />Observations: <br /> <br />The property is currently zoned R-1 Rural Residential and at the September meeting, the Planning <br />Commission recommended that City Council approve a rezoning to R-1 Urban Residential to <br />facilitate development of the property with municipal water and sanitary sewer. The Planning <br />Commission also recommended that City Council approve an amendment to the Comprehensive <br />Plan to expand the Metropolitan Urban Service Area boundary to include the subject property. <br /> <br />The plat area is 9.7 acres. The owner of the existing homestead adjacent to T.H. #47 is joining in the <br />plat and the number of lots have increased from 13 to [8. The gross density reflected in the sketch <br />plan is 1.9 units per acre; net density will be calculated at the time of preliminary plat approval. <br /> <br />The lots would receive public access from the extension of 158th Lane into the plat from River Pines <br />2nd Addition to the west. Currently, 158th Lane dead ends on the west boundary of the proposed plat <br />and this is a public safety concern since the length of this dead end is greater than 600 feet. It is also <br />hindrance to snow removal and storage efforts. Lithium Street N.W. would be extended from the <br />south to the north boundary of the plat. A cul~de-sac would extend east off of Lithium to service the <br />remainder of the lots. The existing homestead will have access to the cul-de-sac.
