forwarded to Mn/DOT for review and it is expected that they wilt suggest that the two existing <br />driveways onto T.H. #47 from the existing homestead be abandoned and that right of access along <br />T.H. #47 be dedicated to the State. It appears that the cul-de-sac does not exceed the 600 foot length <br />restriction. <br /> <br />All of the lots exceed the 10,800 square foot lot area and 80 foot lot width requirements. The two <br />one acre lots proposed on the north boundary of the plat will be retained by the Barthold family and <br />will be serviced with sanitary sewer and municipal water. <br /> <br />Sidewalks will be required along 158th and Lithium Streets. The plat will be submitted to the Park <br />Commission and it is expected that park dedication will consist of a cash payment. Trail <br />development will be required along T.H. #47. <br /> <br />On November 5, the Planning Commission reviewed the revised sketch plan containing 18 lots and <br />the participation of the existing homestead. The Planning Commission approved the sketch plan <br />contingent upon compliance with the City Staff review letter, with one exceptionl Staff had <br />requested that an additional 40 feet of right-of-way be preserved parallel to Hwy. #4'~, similar to that <br />in Apple Ridge to the south, to facilitate a trail and/or service road parallel to T.H. #47. It was noted <br />that at the time that Apple Ridge was platted, there was a consensus that a service road might be <br />likely to develop parallel to Hwy. #47 between 156th and the existing service road south of 160th. <br />Following a discussion with the City Engineer, the consensus was that there are better alternatives <br />for a north/south connection from 156th to the existing service road south of 160th, with a more <br />westerly alignment than immediately adjacent to #47. Therefore, it was determined that enough <br />right-of-way to accommodate a trail only was sufficient adjacent to #47. <br /> <br />Recommendation: <br /> <br />The Planning Commission approved the sketch plan as discussed and recommended that the <br />Developer proceed to the preliminary plat stage. The Developer requested that the sketch plan be <br />presented to the City Council for review and comment. <br /> <br />Council Action: <br /> <br />Motion to approve the sketch plan for River Pines 5th Addition contingent upon compliance with the <br />City Staff review letter, except that the additional right-of-way dedicated along T.H. #47 will be <br />sized to accommodate a trail only, in accordance with the recommendations of the Park and <br />Recreation Commission. <br /> <br />Review Checklist: <br />Principal Planner <br />Community Development Assistant <br />City Engineer <br />Parks & Utilities Supervisor <br /> <br />CC: 12.11.01 <br /> <br />-48- <br /> <br /> <br />
