Revised Sketch Plan Review: River Pines 5~h Addition <br />November 2, 2001 <br />Page 3 of 4 <br /> <br />10. <br /> <br />11. <br /> <br />Gradin~ and Drainage: A Preliminary Grading Plan prepared by Passe Engineering and <br />dated June 22, 2001 was provided. The plan indicates the addition of two ponds east of <br />Lithium Street N.W, to handle the increased runoff caused by the development. These ponds, <br />as well as a 20 foot easement for access, is being shown as drainage and utility easements. <br />Ponding will be required to meet water quality and other requirements. All ponding <br />calculations need to be provided at the time of preliminary plat approval. <br /> <br />The plan will need to be reviewed and permitted by the Lower Rum River Water <br />Management Organization (WMO). A Wetland delineation will be required on this property. <br />No building permits will be released without evidence of a WMO permit. <br /> <br />The City has enacted an ordinance that requires an elevation survey at the time of footing <br />inspection to ensure compliance with the approved grading plan. No grades shall be flatter <br />than 1%. Grades flatter than 2% will require a certificate of grading prior to an occupancy <br />permit being granted. Lots 1, 2, 6 and 7 of Block 2 currently are shown to be flatter than 2%. <br /> <br />Easements. The standard 10 foot drainage and utility easements (5 feet on common property <br />lines) must be provided around the perimeter of all lots. Any wetlands should also be <br />delineated and dedicated as drainage easements. The sketch plan identifies an easement <br />along the north property line proposed to be vacated. A legal description of the easement to <br />be vacated is necessary in order to start vacation proceedings. <br /> <br />The City is asking for a 100' x I00' foot temporary easement at the extension of 158'h Lane <br />N.W. for the Purpose of a temporary cul-de-sac for emergency vehicles and snowplows. This <br />temporary easement will expire upon successful completion of the platting process. <br /> <br />Trail Development: Trail development will be required adjacent and parallel to Hwy. #47. <br />There is also a trail development fee that must be paid prior to release of the final plat for <br />recording. The rate in effect at the time of final plat approval will apply. <br /> <br />Tree Preservation. The Preliminary Grading Plan dated June 22, 2001 identifies existing <br />tree stands. At the time of preliminary plat review and approval, the Plan should identify tree <br />removal limits and the location of the tree save fences. The addition of one 2.5 inch dbh tree <br />to the front of each lot should also be identified on the Plan. <br /> <br />-56- <br /> <br /> <br />
