CASE #3 <br /> <br />RECEIVE MASTER TRAIL PLAN PROPOSALS <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />As the Commission is aware, RFP's for Master Trail Planning Services were mailed <br />directly to four Consulting firms, specializing in Trail Planning and Design, as well as in <br />natural resource protection. One of these firms declined due to workload concerns, and a <br />fifth firm inquired, but did not submit a proposal. <br /> <br />LHB Engineers and Architects, URS Corporation, and SRF Consulting Group, Inc. <br />delivered proposals before the November 6th, 2001 submission date. Those three <br />proposals are included with your agenda packet. <br /> <br />Observations: <br /> <br />Earlier this year, City Council authorized the Commission and staff to develop and <br />request the RFP. A project budget was not discussed at that time. The proposals <br />received range generally from $29,000 to approximately $56,000. The Commission <br />should be prepared to discuss funding strategies for this project. <br /> <br />In terms of making a request to proceed with a Master Trail Plan from City Council, this <br />should occur in December or early in 2002. The best forum to discuss the various issues, <br />including funding, may be a joint workshop. One of the goals the Master Trail Plan was <br />intended to accomplish is to position the City favorably for grant applications. <br /> <br />At this time the Commission should review the proposals and rank them or identify the <br />process with which to do so. Staff proposes a point ranking system with the six sitting <br />Commissioners, City Administrator, Public Works Director and Parks and Utilities <br />Supervisor- bringing the number of reviewers to nine. <br /> <br />The following five bullet points were noted in the RFP as a partial method in which to <br />make a selection. <br /> <br />The ability of the firm to meet or exceed the goals and objectives of the City of <br />Ramsey. <br />The firm's success rates and experience in receiving trail construction grants for <br />its clients. <br />The firm's experience with using greenways and trail corridors in natural resource <br />protection. <br />The firm's experience in consensus building at public meetings with City officials <br />and residents involving trails. <br /> <br />-9- <br /> <br /> <br />
