Council also stated that the formula for keeping farm animals and horses should be linear. The <br />response of the Horse Care Board is that they intended to require more acreage for a mixture of <br />farm animals versus only equines because the property would have to be able to accommodate a <br />variety of housing, fencing, and segregation needs. <br /> <br />Councilmember Anderson noted' that she spoke with. Barb Scottston, Horse Care Board Member, <br />and she stated that she is willing to discuss the ordinance with the Council. <br /> <br />Councilmember Hendriksen stated that he would like to hear their reasoning, because it does not <br />make sense to him. <br /> <br />Community Development Director Frolik suggested having the Council meet with the Horse <br />Care Board to discuss their concerns. <br /> <br />Councilmember Kurak stated that the enclosed Pasture area is an important thing to be <br />considered. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to table action until <br />the Council can meet with the Horse Care Board to discuss their concerns. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Kurak, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />.Ion Edstrom stated that he does not think the Horse Care Board has any sense on caring for <br />horses because they permitted four horses on a one acre lot and last night those four horses were <br />out running lose. On a one-acre lot there is no place to dispose of manure for four horses so iris <br />neighbors are spreading the manure between parked cars in their fi-ont yard. He stated that he felt <br />that the Council should limit the number of horses per acre. <br /> <br />Mayor Gamec stated that he started the frrst Horse Care Board and the one thing he learned is <br />that is that maintenance is a key issue. It is riot necessarily the number of horses or the amount <br />of land. <br /> <br />Councilmember Hendriksen stated that the size of the parcel is related to the ability of the parcel <br />to handle the amount of manure. One of the old Horse Care Board members was maintaining <br />four horses on one-acre lot as well as having a house, garage, etc. and none of the neighbors had <br />a complaint. The property that Nh'. Edstrom is referring to has a conditional use permit so if <br />there is a problem be need to bring it to the attention of City staff.
