!'.{r. g';!via Frc!ik

The plat would include the construction off St. Andrews Lake. The lake
would consist e£ approxima~e!y 9.4 acres below the 880 foot e!eva~ien contour
with open water (below 871 foot elevation) of approximately 1.5 acres.
Porzicns of the Lake have already been excavated. Storm water is generally
channeled and piped to the Lake. The Lake has no out!e~ but storage capacity
far exceeds any reascnable requirements.

Extensive grading will take place on the site. As you are aware a
Revised Grading Plan for this site was approved in 1995. That plan generated
more than 800,000 cubic yards of excess material which was to be exported
from the site. The material was never exported and the permit has lapsed and
has not been renewed. , ~,

The Grading Plan currently submitted would generate between 200,000 and
~ , . ~hzs material would not be
3~0 000 cubic yards of excess material ~ '
stockpiled buu left in its natural condition until needed. It is anticipated
that a portion of this excess material will be exported this winter to a
project in Elk River. The proposed haul route would be through the plat,
exiting mhe plat through Lots 21 and 22 of Block 1, proceeding past the Golf
Course maintenance building, accessing 153 Avenue near the railroad trac
and then outletting onuo Highway 10. If the City is in need of sand for
153rd Avenue extension East of Armstrong Boulevard, material would be
available.

The balance of the excess would be used within the Northfork PUD as
needed. It is projected that up to 100,000 y~rds may be needed to bring the
30 acres lying South of 153rd Avenue to grade. The haul route to this 30
acres would be as determined by the City Engineer.

We would ask that you place these matters on the Planning Commission
Agenda for January. tf you have any questions.in regard to any of the above,
or need an~ additional information, please let us know.

Sincerely,

Dennis F. Peck
Director of Development
