Motion carried. Voting Yes: Vice-Chair Johns, Commissioners, Ostrum, LaMere,
Droegemueller, and Rolfe. Voting No: None.

COMMISSION BUSINESS

Case #1: Recommend Park Dedication for Pehlke Estates

Parks/Utilities Supervisor Boos stated that on January 2, 2001 the Planning Commission
recommended City Council grant final plat approval for Pehlke Estates. There is no park land
dedication proposed as part of the Park and Trail Plan map. The Park Dedication therefore
would consist of $1,300 per lot contribution and a $325 per lot trail fee. An alternative to the
cash park dedication could be a trail corridor on the west edge of the southern two-thirds of the
property. Staff met with the Pehlkes regarding this trail corridor and it was determined that the
trail corridor would not work well with the Pehlke's subdivision. Boos stated Mr. and Mrs.
Pehlke are present if there are any questions.

Motion by Commissioner Ostrum, seconded by Commissione, r Rolfe, to recommend Park
Dedication consist of $1,300 per unit and a Trail fee of $325 per lot for the two new lots created
in Pehlke Estates.

Motion carried. Voting Yes: Vice-Chair Johns, Commissioners Ostrum, Rolfe, Droegemueller,
and LaMere. Voting No: None.

Case #2: Note Park Dedication for Northfork St. Andrews Addition

Parks/Utilities Supervisor Boos stated that the purpose of the case was to apprise the
Commission of Northfork's most recent plat. On January 2, 2001 the Planning Commission
recommended City Council approval of the preliminary plat, contingent upon the developer
addressing the issues identified in the staff review letter. In accordance with the May 9, 1989
Northfork Park Dedication Agreement, there is a park dedication obligation of $500 per lot to be
met in this plat. The City has established a trail development fee of $325 per dwelling unit that is
collected prior to the release of the final plat for recording. Mr. Boos also noted that he spoke
with Dennis Peck from North Fork, Inc. and discussed that there are two different trail segments
in the vicinity that could benefit from the trail dedication monies. The one trail segment would
provide a benefit to fire trucks by allowing them to access the golf course pumping station and
the other segment is an area that has been identified by the Park Commission as an area that
should be completed as soon as financially feasible. If it is feasible one of the trail segments
could be completed as part of the development using their contractors.

Motion by Commissioner Ostrum, seconded by Commissioner LaMere, to recommend that City
Council allocate the trail fee from St. Andrews Addition to be used on the two potential trail
segments if there is project economy as part of this project.

Motion carried. Voting Yes: Vice-Chair Johns, Commissioners Ostmm, LaMere,
Droegemueller, and Rolfe. Voting No: None.

Park and Recreation Commission/January 11, 2001
Page 2 of 3
