However, Eland Street stubs into the Subject Property from the north in a norttffsouth ' <br />direction and strict application of Code would require that the driveway for Lot 2 access <br />Eland Street. Eland Street is 66 feet wide where it stubs into the property. Therefore, if the <br />driveway is determined to be at Eland, then a variance would be-required to build a home on <br />Lot 2 as Lot 2 by definition would only be 66 feet wide. If the development of Lot 2 is <br />approved with the existing access onto County Road #83, Staff would recommend that the <br />development agreement require that the driveway for Lot 2 be converted to a local street if <br />and when the property is further subdivided. Also, if the home on Lot 1 is ever demolished <br />and rebuilt, it should be planned in a way that the building site will not obstruct future <br />resubdivision of the property and the driveway access can also be converted to a local street <br />if and when future resubdivision occurs. <br /> <br />Streets and Access: The property has frontage on County Road #83 and no construction of <br />additional streets is proposed as part of the plat. In addition, Eland Street is platted up to the <br />north boundary of the proposed plat but is not proposed to be extended into the plat for the <br />creation of one building site. Both of the lots are proposing to utilize existing driveways onto <br />County Road #83. Staff would recommend that if the driveway plan onto County Road #83 <br />is approved, it should be on a temporary basis and eventually both driveways should be <br />converted to local streets if and when the property is further subdivided. To facilitate this <br />plan and protect future street- corridors, Staff is requesting that the final plat dedicate Eland <br />Street from the north plat boundary to the south plat boundary and 157~ Avenue N.W. from <br />the east plat boundary to the west plat boundary as drainage and utility easements. The <br />development agreement will require that the developer convey the property within those <br />easements to the City upon request for road right-of-way purposes. A copy of the plat has <br />been provided to the Anoka County Highway Department; no comments have been received <br />to date. <br /> <br />Soils: All of the lots must contain a minimum of 27,225 square feet of Class I soils to be <br />deemed suitable for on-site septic systems. The soils on the Subject Parcel are classified as <br />Hubbard Coarse Sand soils, which are Class I soils. <br /> <br />Park Dedication: The plat will be forwarded to the Park Commission for their review at <br />their regular meeting on Thursday, March 8 at 6:00 p.m. in the City Council Chambers of the <br />Ramsey Municipal Center, 15153 Nowthen Blvd. N.W.
