· Municipal watemmin will need to be constructed from the vicinity of Barium Street <br /> to the west, along 153rd Avenue to Ute Street east of the plat. An 8' or 10' <br /> bituminous trail should be constructed as part of the 153r° Avenue restoration. The <br /> Conunission should note that the City has an additional right-of-way east of the <br /> proposed plat for trail purposes to connect to Roanoke Street. This should also be <br /> built as a Stage One Improvement within the ~qrst phase. Parkland is in place to <br /> connect to the Rum River if this trail brings residents to the stop sign at the <br /> intersection of Roanoke Street and 153rd Avenue. <br /> If all 157 lots are approved, $51,025 in trail fees will be due. This amount may be <br /> credited to any trail constructed outside of the plat limits. The trail fee would be in <br /> excess of the ,~mount needed to build the approximately 3,100 feet not within the plat <br /> along 153r° Avenue. (The 4/10/01 submittal shows 1,012' feet of trail along the' <br /> southern 7 lots). <br />· The Developer will be required to plant an equivalent of one tree per 35' of Centex's <br /> frontage along 153ra Avenue. The trail fee "overage" could be applied to boulevard <br /> trees along the trail to the west, which would also attempt to replace the mature trees <br /> that would be removed for the watermains construction. (It should be noted that <br /> boulevard trees are eligible for Minnesota State Aid (MSA,) funding when it is part of <br /> a MSA street improvement project. However, this project may not qualify). <br />· Tree conservation and especially salvage by tree spade should be discussed. <br /> <br />The cash portion of the park dedication should result in Stage One Improvements in the <br />immediate vicinity of the plat. This subdivision can be expected to add well over 500 <br />new residents. At a minimum, the play equipment in Woodland Green should be <br />replaced, an irrigated play field should be created, and an aglime infield should be <br />installed in Bear Park. The above would include appropriate landscaping and off-street <br />parking. Any grading for the new park improvements would occur with the subdivision <br />~ading. <br /> <br />Staff recormnends the applicant be directed to 'work with staff to prepare a draft <br />development agreement that incorporates the observations above, as well as, others <br />agreed to by the Park and Recreation Commission.
