CASE #: 2 <br /> <br />RECOMMEND PARK DEDICATION FOR CENTEX ADDITION <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />On Tuesday, May 1, 2001 the Planning Commission received a proposed sketch plan for <br />the Centex' Addition. The Commission recommended the applicant proceed to the <br />preliminary plat stage consistent with the staff review letter. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />o) <br />d) <br /> <br />Planning Commission case dated May 1, 2001 <br />Site location map <br />Proposed sketch plan <br />City Staff Review letter dated April 27, 2001. <br /> <br />Observations: <br /> <br />The Commissions Park and Trail Plan shows proposed Park Dedication relating to this <br />plat as well as the connection of Woodland Green and Bear Parks. The Plan also <br />demonstrates a connection to the unnamed park at the extreme north side of the plat,. <br />which could ultimately connect to the Rum River to the northeast. The above <br />connection(s) are shown as off-road which require a minimum 35' foot corridor. The <br />developer is proposing that a sidewalk accommodate this route: <br /> <br />In review of the sketch plan dated April 10, 2001, the following items were noted: <br />· The proposed expansion to Woodland Green is 2.78 acres or 37% of the park <br /> dedication due. <br />· The remaining cash due would be $128,583. <br />· The "link" to Bear Park is not included in the two computations above, as it does not <br /> meet the City's standard 35' foot urban trail corridor width. The Commission should <br /> specify if a 5' foot surface is adequate in this location. (existing park maintenance <br /> equipment will not fit on a 5' foot sidewalk). <br /> Regarding sidewalks, the location should be shifted to the north side at 155th Lane <br /> N.W. (to be within the park and extend to the next lot). The same is recommended on <br /> Yakima Street within the proposed park. On Xkimo Street the sidewalk should be on <br /> the west side. This will allow an additional 17 lots to access the sidewalk without <br /> crossing the street versus the east side. Sidewalks should be extended to the plat <br /> boundary on the connecting streets of Ute and Waco. <br /> Some consideration should be given for a corridor between lots 5 through 9 to <br /> connect that existing park to the proposed plat. Even if there is not an immediate <br /> need for hard surface trail or maintaince access, it adds more green space to the <br /> interior of the Centex Addition. <br /> City water should be stubbed out to both Woodland Green and Bear Parks. Sanitary <br /> sewer should be stubbed to Woodland Green which may already be provided for if <br /> the park is being proposed for siting a sanitary lift station. (please note, lift stations <br /> require their own landscaping with installation - similar to the one in Apple Ridge). <br /> <br /> <br />
