We offer the following comments: <br /> <br />Genernl: The development is proposing 37 single-family lots to located on Lots 1 and 2, <br />Block 1, oft. he Wildlife Sanctuary plat. The property contains 31.42 acres with 15.14 acres <br />being reserved as Outlot A_ 12.96 acres o£Outlot A is classified as wetlands. <br /> <br />Zoning: The property is currently zoned R-IR, Single Family Residential. The property <br />will need to be rezoned R1-U as part of the plat approval since the property is located <br />within the Ramsey MUSA. The draft Comprehensive Plan shows this area ~ being <br />developed as Low Density Urban Residential. <br /> <br />Densitw: The sketch plan shows a gross density of I.I8 units per acre. When Outlot A <br />(includin~ the wetlands) are factored out, the net density for the whole development is <br />2.27 units per acre. <br /> <br />Streets: The development will gain pr/mary access fi-om St. Francis Blvd. (State :~ghway <br />47) and will be directly across Eom t 56'~ Lane NW. This access onto TH 47 corresponds to <br />an acceptable access location as defined by the Trunk Highway 47 Access and Corridor Study <br />that was prepared by SKF Consulting Group, Inc. in 1996. <br /> <br />Staff has reviewed secondary accesses and recommends that the developer construct a <br />connection to 157a Lane N.W. to the north. As this route will go through some <br />undeveloped land before it reaches the Apple PJdge/R/ver Pines subdiv/siork the City and <br />the Developer will have to coordinate the route with the landowners. This could help to <br />alleviate the problems that could ar/se in the future if M.n.DOT restricts mining movements at <br />the intersect/on of 157th Lane NW and TH 47, a step that was anticipated and discussed <br />during the review process of Apple Ridge. .:..~ <br /> <br />· 37 <br /> <br /> <br />
