Case #2: Recommend Park Dedication for Centex Addition <br /> <br />Parks/Utilities Supe~wisor Boos stated that on Tuesday, May 1, 2001 the Planning Comrrfission <br />received a sketch plan for the Centex Addition. The Commission recommended that the <br />applicant proceed to the preliminary plat stage consistent with the staff review letter. The Park <br />Commissions Park and Trail Plan shows proposed park dedication relating to this plat as well as <br />the connection of Woodland Green and Bear Parks. The Plan also demonstrates a connection to <br />the unnamed park at the extreme north side of the plat, which could ultimately connect to the <br />Rum River to the northeast. In review of the sketch plan dated April 1'0, 2001, the following <br />items were noted by staff: <br /> <br />· The proposed expansion to Woodland Green is 2.78 acres or 37 Percent of the park <br /> dedication due. <br />· The rematmn~ cash due would be <br />· The "!ink': to Bear Park is not included in the two computations aboYe, as it does not meet <br /> the CiS' standard _35 foot urban trail corridor width..The Commission Should specify if a five <br /> foot su~ace is adequate in that location. (Existing park maintenance equipment Mil not fit <br /> on a five foot sidewalk). <br />· Regarding sidewalks, the location should be shined to the north side of 155~ Lane NW (to be <br /> within the park and e,,Xend to the next lot). The same is recommended on Yakima Street <br /> w/thin the proposed park. On 'ik2dmo Street the sidewalk should be on the west side. This <br /> will allow an additional 17 lots to access the sidewalk without crossing the su'eet versus the <br /> east side. Sidewalks should be extended to the plat boundary on the connecting streets to Ute <br /> and Waco. <br />· Some consideration should be given for a corridor between lots 5 through 9 to connect <br /> existing park to the proposed plat. Even if there is not an immediate need for hard surface <br /> trail or maintenance access, it adds more green space to the inter/or of the Centex Addition. <br />· CiD' water should be stubbed out to both Woodland Green and Bear Parks. Samtary sewer <br /> should be stubbed to Woodland Green which may already be provided for it the park is being <br /> proposed for siting a sanitary lift station. ' <br />· Municipal watermain will need to be constructed from the vicinitY, of Barium Street to the <br /> west, along 153~ Avenue to Ute S~eet east of the plat. Am 8 foot or 10 foot bituminous trail <br /> should be constructed as part of the 153r~ Avenue restoration. The Commission should note <br /> r. hat the CiD' has an additional right-of-way east of the proposed plat for trail purposes to <br /> connect to Roanoke Street. This should also be built as a Stage One Improvement within the <br /> f~rst phase. Parkland is in place to connect to the R. um Privet if this mail brings residents to <br /> the stop sign at the intersection of Roanoke Street and 153~ Avenue. <br />· If all 157 lots are approved, $51,025 in mail fees would be due. This amount ma), be credited <br /> to any *.rail constructed outside of the plat limits: The u-ail fee would be in excess of the <br /> amount needed ro build the approximately 3,100 feet not within the plat along 153r~ Avenue. <br />· The developer wilt be required ro plant an equivalent of one ~ree per 25 feet of Centex's <br /> fi.outage along !53r~ Avenue. The trail fee "overage" could be applied to boulevard trees <br /> along the U'ail to the west, which would also attempt to replace the mature trees that would be <br /> removed for the wamrrnains construction. <br /> <br />Park and Recreation Commission/May 10,2001 <br /> Page 2 of 5 <br /> <br /> <br />
