We offer the following <br />comments: <br /> <br />General: The proposed plat is a minor subdivision that proposes to create two new lots, one <br />2.88 acre parcel and one 3.0 acre parcel from two existing homesteads'consisting of a 5.38 acre <br />parcel and a 38.22 acre parcel (total area is 43.60 acres). <br /> <br />Zoning: The property is ~oned R-1 Rural Residential and is located in the Rural Transition <br />Area. A minor plat of 4 lots in 43 acres is in compliance with the 4 units in 40 acres density <br />restriction. The Development Agreement will have to restrict any further resubdivision of <br />McDonald Second Addition until such time as 4 in 40 .density zoning is reduced or repealed, or <br />city sewer and water is available to the property. <br /> <br />Resubdivision Plan: Section 9.20.11 (R-1 'Rural Residential District)' states that the subdivider <br />of property'in the Rural Transition Area must file a sketch plan with the City illustrating the <br />reasonable 'ultimate resubdivision of the plat to urban densities. Staff received a resubdivision <br />plan dated'August'30, 2001 prepared by Oliver & Associates Inc. The resubdivison plan seems <br />to provide' a reasonable subdivision plan in the event that sewer and water were ever to be <br />available in the area. <br /> <br />Lot Sizes: The current rain/mum lot size in the Rural..Transition Area is 2.5 acres; the two new <br />lots are proposed to be 2.88 acres and 3.0 acres in size.. The two existing homesteads consist of a <br />total of 43.60 acres. <br /> <br />Lot Dimensions: The two new lots contain more than 200 feet of frontage on a public road. <br /> <br />Wetlands: In keeping with past policy, all wetlands on the property should be identified and <br />designated as drainage and utility easements. Any adjacent wetlands should be protected from <br />erosion with the use of silt fence during construction. After construction, vegetation should be <br />re-established prior to the removal of the silt fence. <br /> <br /> <br />
