CASE # 4 <br /> <br />PARK DEDICATION FOR RIVER PINES 5TM ADDITION <br /> By: Mark Boos, Parks/Utilities SuperviSor <br /> <br />Background: <br /> <br />The purpose of this case is to recommend park dedication for River Pines 5th Addition. This is a <br />12-lot subdivision at the northeast comer of the existing Apple Ridge/River Pines subdivision. <br />September's Planning Commission case is attached which includes additional information. <br /> <br />Observations: <br /> <br />The Planning Commission recommended sketch plan approval of the subdivision. During the <br />platting process for Apple Ridge, a considerable amount of discussion occurred around park <br />dedication and recreation at the neighborhood level. The Park Commission concluded that the <br />recreation and open space need would be best served by the development of the 95 plus acre park <br />now known as Elmcrest. <br /> <br />Staff is recommending that the Park Dedication for River Pines 5th, consist of a cash payment of <br />$15,600. These monies then can be directed to Elmcrests Park development, which will provide <br />a recreation destination for the neighborhood. <br /> <br />Access to the park remains a priority. The primary route will be a trail along T.H. 47, which is <br />partially accommodated by the additional ROW to be dedicated by this plat as well as Apple <br />Ridge before it. Proposed subdivisions to the south of River Pines 5th Addition will also <br />contribute fees for trail development along T.H. 47 to connect to Elmcrest. Therefore, staff is <br />recommending that the Developer be required to construct the 481' segment parallel to the <br />highway, and within the plat within one year from the completion of the subdivision's streets. In <br />keeping with past practice, no credit would be given against the trail fees due for this previously <br />identified trail within the plat. The $3,900 in fees will be needed further to the north to provide <br />the aforementioned connection.
