CASE #: <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF RIVER PINES 5TH ADDITION; <br />CASE OF OAKWOOD LAND DEVELOPMENT~ INC. <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Oakwood Land Development has submitted an application to the City for a subdivison to be named <br />River Pines 5th Addition. The property is located on the west side of T.H. #47, immediately north of <br />the existing Apple Ridge/River Pines neighborhood. The application proposes to subdivide and plat <br />the property into 12 single family residential lots with urban services and an existing homestead that <br />will continue to utilize an on-site septic system and well. <br /> <br />The following items are enclosed: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Sketch plan (3 sheets-preliminary plat, preliminary grading, preliminary utility) <br />CitY Staff Review Letter dated August 30, 2001 <br /> <br />Notification: <br /> <br />Public hearings are not required at the sketch plan stage of a subdivision. However, there is also a <br />request for rezoning and a comprehensive plan amendment associated with this project and they do <br />require public hearings. Therefore, area property owners are aware of the project because of the <br />public hearing notices distributed in regards to the rezoning and comprehensive plan amendment. <br /> <br />Observations: <br /> <br />The property is currently zoned R-1 Rural Residential and a rezoning to R-1 Urban Residential will <br />be required in order to develop the property with single family residential lots at urban standards. <br />The property is not in the Metropolitan Urban Service Area boundary and a comprehensive plan <br />amendment is required in order for sanitary sewer and municipal water to be extended into the area. <br />A maximum of 3 units per acre are permitted in the R-1 Urban Residential District. The gross <br />density reflected in the sketch plan is 1.4 units per acre. <br /> <br />The 12 new urban lots would receive public access from the extension of 158th Lane into the plat <br />from River Pines 2nd Addition to the west. Currently, 158th Lane dead ends on the west boundary of <br />the proposed plat and this is a public safety concern since the length of this dead end is greater than <br />600 feet. Lithium Street N.W. would be extended north into the plat from Apple Ridge to the south <br />and then tie into 158th Lane. <br /> <br />City Staff is requesting the Developer to provide some options for future access to the property to the <br />north and a resubdivision/access plan for the homestead acreage to the east. <br /> <br />-26- <br /> <br /> <br />
