The March 2001 Drm=t Comprehensive Plan shows the Lord of Life Church property with three future
land use classifications; Public/Quasi Public, Low Density Residential, and High Density Residential.
The following table shows that the Lord of Life Church property would be able to develop about 180
total housing units based on the March 2001 Draft Comprehensive Plan.

Area in Acres 22.31 5.68 14.52 42.51

Wetlands 0 " 0 3.(53 3.63

Net Area 22.31 5.68 10.89 38.88
Maximum 'NA 3 15 NA
Densitw

The apartment building will be located east of the e?cisfing church facility and west of Hwy. 47. To the
north is the Kamis property (which is shown to be developed as medium density residential in the
future). To the south of the proposed apm mmnt buildings is land owned by the Lord of Life Church
and proposed to be the Life Memorial Gardens.

The Lord of Life Church currently has two accesses to CSAH 5 (Nowthen Blvd.). These accesses will
remain, with the most northern apartrnent building receiving access through an eHstmg access. The
second building is proposed to have an access directly on State Hwy. 47. This proposed access is
south of an e,,cisting driveway serving a single family residence on the property. This access will need
to receive a permit from MnDOT prior to the second unit.being built. Once the Kamis property to the
north is developed, the Lord of Life property will be required to connect to the road network on the
Kamis property. Lord of Life will be responsible for the cost of construction of access at the time it is
needed.

Recommendation:

Cir/Staff recommends sketch plan approval.

Commission Action:

Motion to recommend that the City Council approve the final plat of the Lord of Life development.

PC: 09/04/01

-68-
92
