Tiger Meadows <br />Sketch,.P[an Review <br />March 28, 2003 <br />2 of 3 <br /> <br /> Access to Lots: The plat proposes access to the area street system at three locations. 170m Street <br /> would connect t0 T~aer~,= Street' at a location' approximately 200 to 250 feet nonth 'of Armstrong <br /> Boulevard. A second access point would connect Rabbit Street from flee north end of the plat to <br /> its current southern terminus in Alicia Addition to the north. It should be noted that this-rOadway <br /> connection v~ould not be completed at this time, since a 330 foot wide, 20 acre parcel lies' <br /> between the subject parcel and' Alicia Addition. The northern terminus of R.a.bbit street within <br /> this plat must be provided with a temporary mm around until this adjacent parcel develops. <br /> <br /> A third access point Proposes a connection t° Nutr/a'S~reet in the Autumn Meadows subdivision. <br /> This cormecrion was -suggested by City $t.-n~¥ and would require the acquisition of approximately <br /> 6,150 square feet (0.14j acre) from Lot 1 of Block 1 of,~.uturrm M~adows subdivision for the' <br /> ~ght-of-way to make th'e connection possible. This lot is approximately 4.05 acres in size, and <br />the acquisition would be taken from a small panhandle on it's southern edge. The significance of <br />d-tis connection is that in addition to providing an immediate second a~cess to Tiger Meadows, it <br />wil!. allow a second ac¢ess for 27 single family lots and a City Park which are currently <br />dependant upon 1674 Lane at Armstrong Boulevard for their sole access. ]Development of the <br />subject property, without this access would virtually eliminate the possibility of providing a <br />second outlet to this neighborhood to the east hn the future. Staff would recommend that the City <br />acquire the necessary right-of-w_ay to facilitate this connection. <br /> <br />It should be noted that the property owners of Lot l, Block 1, Autumn Meadows have stated <br />resistance to staff's recommendation to acquire of a portion of their property for public right-of- <br />way purposes. Staff will be continuing discUSsions with the property owner and will discuss the <br />acquisition recommendation with the City .Council on April 1, 2005 at their regular work session <br />meeting. Please be advised that modifications to the plan may need to be made depending on the <br />outcome of the meeting with the City Council on Ap~l-1~. <br /> <br />Utilities: All tots will be served b.y an on-site sewer system and private well. <br /> <br />Wetlands: Two distinct wetlands are ident~ed within this proposed development on the Anoka <br />.County half section maps and the National Wetland Inventory Map. The ~argest wetland is <br />located in the northwest corner of the plat. This wetland-includes some open water, area. Both <br />these wetlands are under the jurisdiction of the Li~R. WMO'.. The second wetland is located in the' <br />southern pontion of the plat and is ro.ughly one acre in size. The parcel needs to be: suryeyed to <br />determine the extent of these wetlands and the presence, of any additional'wetlands on the <br />-property. . ' <br /> <br />Existing. Ho'mes~ead and Accessory Structures: An existing homestead, and two accessory <br />structures currently exist on the subject project area. Due ro the configuration of the subdivision, <br />the homestead w.ill be. located on Lot 1, Block 3 and the accessory structures are proposing to be <br />located on Lot 2, Block .3. tt should be noted that the existing homestead will need to comply <br />with the R-1 setbacks and the ?re[iminary plat must verify compliance. The developer has stated <br />some interested [n maintaining the accesso~ structures on Lot 2. Block 3. Clry Code states <br />construction of accessory structures are not permitted on a property prior to construction of a <br /> <br /> <br />
