Parks/Utilities Supervisor Boos stated he did not think so.

Commissioner Rolfe noted there was still a possibility that the subdivision would not continue
unless they can iron out the situation with the secondary access.

Parks/Utilities Supervisor Boos commented the alternative would be to go across the street and
connect to Nutria Street.

Chairperson Johns noted they are not considering land but park dedication and a trail.

Commissioner Rolfe explained Autumn Heights Park's play equipment could use upgrading.

Parks/Utilities Supervisor Boos agreed.

Chairperson Johns inquired what was at the park currently.

Parks/Utilities Supervisor Boos described what was at the park. He explained that one' way to
handle this case would be to make a park dedication recommendation that addresses either the
trail routing with no park land dedication and half of the park dedication fee be allocated to
improvements in the park if no substantial changes in the plat or provide general.
recommendation so he could relay that to the developer or they could pass.

Commissioner Rolfe explained he would like to see part of the proceeds fi.om the development
go into Autumn Park and also develop a trail system but he did not know if they should stick to
Armstrong Boulevard or cut down Tiger also.

Commissioner Shryock indicated her only concern was to try to take land for it. She noted there
was not a lot of space left to develop a trail so they would either need to ask homeowners for trail
dedications or on-the-road and off-the-road trails. If so, in the future she would prefer to keep it
within the road right of way.

Discussion ensued as to where the trail should be directed.

Parks/Utilities Supervisor Boos advised that they should go beyond the park limits and go past
the lots on the east side of 83 and connect to 167th Avenue which is an intersection. A trail credit
would be given for the construction of those area and they would probably use the road right-of-
way near the intersection of Tiger Street and 83rd Avenue to "T" the trail into Tiger Street.

Commissioner Rolfe asked if they had enough right-of-way along Armstrong as they get south of
the park

Parks/Utilities Supervisor Boos stated there is a lot of right-of-way but he did know if the ditch
profile would cause them any problems but he did not think it would drop off. ....

Park and Recreation Commission/April 10, 2003
Page 3 of 8
