Motion by Commissioner Rolfe, seconded by Commissioner Olds, to install a trail along <br />Armstrong Boulevard from Tiger to 16?th as part of the plat and recommend park dedication <br />funds for the remaining park dedication and cash for the park dedication and park fees and the <br />items outside the plat would be credited for the trail. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Rolfe, Olds, Lehman and <br />Shryock. Voting No: None. Absent: Commissioners LaMere and Ostrum. <br /> <br />Parks/Utilities Supervisor Boos indicated they Would need to decide how much money they <br />would want to dedicate to the existing park if the plat proceeds goes through. <br /> <br />Commissioner Olds asked what $9,000.00 would provide. <br /> <br />Park/Utilities Supervisor Boos stated they could pave the parking lot or install some playground <br />equipment as an example. <br /> <br />Case #2: Receive Sketch Plan for Alpine Acres <br /> <br />Parks/Utilities Supervisor Boos explained the purpose of this case is to receive the sketch plan <br />for Alpine Acres. The Commission looked at this site twice before when it was proposed as the <br />"Villas of Meadow Point." He indicated the developer has requested that Commission not <br />promulgate a Park and Trail Dedication until their May meeting. Parks/Utilities Supervisor Boos <br />discussed the item with the Commission. <br /> <br />The developers engineer asked Parks/Supervisor Boos to ask the Commission to clarify the <br />Commission's policy of providing or not providing a trail credit for trails that are deemed to be <br />necessary along County Roads. He noted his comment to the developer was it was the <br />Commission's policy by virtue of consistent recommendations was that no trail credit is given for <br />trail construction that is required as part of the plat on the County, State and arterial City streets <br />and added that trail construction is generally cheaper than sidewalks. <br /> <br />Parks/Utilities Supervisor Boos explained the developer's position is this is unique because it is <br />bounded by three roads requiring trails and he replied that there is a park in the area that would <br />not need to be developed and, the Commission could be recommending that dedication often <br />percent of the land be dedicated to the park. <br /> <br />Parks/utilities Supervisor Boos asked what is the CommiSsion's recommendation on requiting <br />trails on the three roads surrounding the development and would they be recommending no credit <br />for trails that are developed on these roads. <br /> <br />Chairperson Johns indicated as far as trails go, this is close to the school and their policy is when <br />they are on the major roads, it does not count for the credit because it is a safety issue. <br /> <br />Commissioner Olds noted he thought having a trail around the entire development is appropriate <br />because it ~ves trail users varying ways to go without going through the development. <br /> <br />Park and Recreation Commission/April 10, 2003 <br /> Page 4 of 8 <br /> <br /> <br />
