Ramsey Youth Athletic Association to gain additional input. His suggestions for parking <br />configurations and number of space have been incorporated into the proposed plan. <br />Parks/Utilities Supervisor Boos explained the next step in the 2003 Capital Improvement project <br />would be to request City Council approve the Concept Plan to authorize preparation of plans and <br />specifications and advertise for bids. Parks/Utilities Supervisor Boos stated that assuming <br />Commission approval of the concept plan, staff recommends that Elmcrest Park be one of the <br />primary discussion points at the expected joint meeting with City Council in June (the other <br />would be the playground project for Alpine Park's playground). Parks/Utilities Supervisor Boos <br />explained approval to advertise for bids and direction on the park access could then be ratified at <br />Council's next meeting. <br /> <br />Parks/Utilities Supervisor Boos showed a map of the park and discussed the parking in the park. <br />He noted optimal parking would be 400 vehicles. He advised the Commission that the City <br />Council maintained that they wanted the road to go'to the north with a turnabout and the Police <br />Chief suggested they connect the parking areas to make it a one way and allow for cars to move <br />without stacking. <br /> <br />Consensus of the Commission was to approve the ideas presented at the meeting. <br /> <br />Commissioner Olds asked if the building would be a shelter. <br /> <br />Parks/Utilities Supervisor Boos explained he thought it would need to be large multiuse building. <br /> <br />Chairperson Johns commented she thought they would be doing various activities so they would <br />need a concession stand and other things. <br /> <br />Motion by Commissioner Shryock, seconded by Commissioner Lehman, to recommend City <br />Council approve the 2003 C.I.P. for Elmcrest Park by authorizing preparation of specifications <br />and the advertisement for bids. <br /> <br />Motion carded. Voting Yes: Chairperson Johns, Commissioners Shryock, Lehman, LaMere, <br />Olds, and Ostrum. Voting No: None. Absent: Rolfe. <br /> <br />Case #4 <br /> <br />Initiate Alpine Park Playground Project <br /> <br />Parks/utilities Supervisor Boos noted that the Commission may be aware, Staff has proceeded <br />with concept design for Alpine Park's playground project pursuant to the proposed 2003 Capital <br />Improvement Program plan. Parks/Utilities Supervisor Boos explained the Parks Commission <br />has $80,000 for a playground at Alpine Park. He stated there should be more than just a <br />playground at the park; there could be different themes for the nature of the park. <br /> <br />Parks/Utilities Supervisor Boos indicated he has been working with Ms. Regina Flanagan on the <br />park and they thought the elements should not just be interpretive but they should look good. He <br />stated they are at the concept phase of the planning.
