Mr. Close stated the park system would allow the wetlands from the north and west to drain
down through the development.

Parks/Utilities Supervisor Boos clarified the idea is not to drain the wetlands but to control
flooding in the area by providing overflow outlets.

Commissioner Rolfe asked if there would be a way of controlling the amount of water going
through there.

Mr. Close stated there would not be. Mr. Close discussed the green edge referring to the
perimeter of the site. He stated the center is porous and a part of the things around it. Mr. Close
stated Signature landscapes could also be identification signs at entrances.

Commissioner Olds asked how the roadways traveled through the center.

Mr. Jacobson stated there were three intersections into and out of the site. He stated the main
roads would be bridged and there is still a question if the bikes could use their own path or would
need to have them use the roadways.

Commissioner Rolfe asked on the greenway, would there be one way or two way roads.

Mr. Close stated they were looking at one way roads with parking on the outside.

Parks/Utilities Supervisor Boos stated connection to Lake Itasca, extending a trail corridor
connecting to the large park and open space system and the people in that vicinity would be able
to access the town center.

Mr. Jacobson stated there would be some legitimate connection provided to Lake Itasca in the
future.

Parks/Utilities Supervisor Boos mentioned that the Greenway would also allow for the
movement of suburban wildlife.

Mr. Jacobson stated they are meeting with City staff every two weeks and have a refined plan. He
stated part of the process will be to come back to the Parks Commission with updates and input.

Mr. Jacobson stated in connection to the railroad crossing, they will need to get permission from
the Railroad to cross and in the mean time the pedestrians will cross at Ramsey Boulevard.

Case//2: Master Trail Plan Update

Parks/Utilities Supervisor Boos explained the purpose of this case is to review and comment on
an element of the draft Master Trail Plan. He distributed a draft vision of the vision and
discussed the information with the Commission. Parks/Utilities Supervisor Boos stated the plan
needs to be do-able and viable. The Commission, Council and Staff has a good sense about what
is expected.

Park and Recreation Commission/February 13, 2003
Page 3 of 9
