Chairperson Johns stated they need to look into what is allowed on the sidewalks because they do
not want children riding on the streets.

Parks/Utilities Supervisor Boos stated they need to begin working through the details of the
Master Trail Plan. He stated the trails also provide for an open space corridor, naturalized areas
allowing for movement of wildlife. He stated they have an obligation to protect open space as
part of development.

Commissioner Ostrum stated this was something he believed was on target and something they
need.

Commissioner Rolfe stated he agreed.

Chairperson Johns stated they need to look at the City as a whole.

Parks/Utilities Supervisor Boos stated she brought up two important points, in livable
communities they need to look at designing and building an element that is not only a part of the
community but also connects one community to another. People over time will continue to feel
good and continue their investment in the community. The other element is the school bus
situation in District 11. They have a decent set of trails in the urban area around the elementary
schools to connect the communities to the schools. He stated they are providing snow removal in
those areas.

Commissioner Olds stated he thought this was a good start.

Chairperson Johns asked what the delay has been.

Parks/Utilities Supervisor Boos stated they should be further along and he has had some minor
concerns with scheduling and minor quality issues but he thinks they have been resolved and they
are moving ahead and are addressing the more complex issues.

Case #3: Village of Sunfish Lake

Parks/Utilities Supervisor Boos explained the plat was the subject of a discussion in January
when the Commission reviewed the original sketch plan. The proposed plat as it currently
stands, has been revised based upon the comments by both the Planning Commission and City
Council. He discussed those revisions with the Commission.

Mr. Paul Kangas, Loucks Associates, developer for Village of Sunfish Lake, gave a presentation
to the Commission in regards to the changes made. Mr. Kangas stated they are proposing to have
the trail along Sunwood Drive and will have a continuation of the street with sidewalks in the
internal loop. He stated there was a lot of opposition of residents on the east and north side.

Commissioner Olds asked in the southeast area of the map, what would go in that space if the
trail was not there.

Park and Recreation Commission/February 13, 2003
Page 4 of 9
