the zoning district and codes that provide a quantitative code for land uses, densities, and heights. <br />The zoning districts will provide on-going control to the City since the code will be adopted as <br />part of Chapter 9. Development standards have also been submitted that will need to be met <br />before any plan is approved from this point forward. City staff and members of Ramsey Town <br />Center, LLC are cun'ently in the process of drafting a development agreement, which will be the <br />security the City will have over the development. To assist with the on-going control the City <br />will have over the Town Center it was recommended that a Town Center Review Board be <br />established. <br /> <br />Bruce Jacobson, Ramsey Town Center LLC, reviewed the updated master plan explaining that <br />the firamework had remained the same for the last few months. Staff members from Ramsey <br />Town Center LLC continue to pursue more detailed information to clarify the local and regional <br />picture for issues such as traffic. At this point they are working towards preliminary plat <br />approval in the near future, which will include utility information as well as the landscape <br />component. <br /> <br />Planning Commissioner Brauer requested that they discuss what they were considering for <br />communication infrastructure within the Town Center site. <br /> <br />Mr. Jacobson explained that they are pursuing that discussion with City staff related to electric, <br />cable, and fiber-optic, noting that they want to be as flexible and accessible as possible. Their <br />intention is to design the site to be compatible for 2010 and beyond. <br /> <br />Mr. Brauer replied that if the City does not plan for future technology, the development would be <br />by-passed because businesses will want to be where they can get the best infrastructure. <br /> <br />Councilmember Zimmerman questioned the approval process timetable. <br /> <br />Principal Planner Trudgeon explained that it was staff's expectation that over the summer <br />months they will be going through the approval process with final approval of a plat that would <br />identify street locations and some lots. At that point, construction of the infrastructure could <br />commence in the fall with streets and utilities and buildings being constructed in the spring. <br /> <br />2) Town Center Zoning District <br /> <br />Loren Gordon, Hoisington Koegler, gave a brief review of the five different zoning districts and <br />reviewed the permitted uses in each of the zoning districts. <br /> <br />Councilmember Kurak inquired if the area designated as TC-2 on the west side of Armstrong <br />Boulevard was being proposed to be integrated into the Town Center. <br /> <br />Mr. Gordon explained that the Planning Commission would be considering the zoning map at <br />their June meeting and per the City's Comprehensive Plan; staff incorporated that area west of <br />Armstrong Boulevard to be included in the Town Center District on the zoning map. <br /> <br />City Council Work Session/June 3, 2003 <br /> Page 2 of 10 <br /> <br /> <br />
