Councilmember Kurak stated that it has been discussed that the Bright Keys development to the <br />north of Ramsey Boulevard should blend into the Town Center and inquired if that piece of <br />property will be incorporated into the Town Center district and be required to comply with the <br />standards. <br /> <br />Principal Planner Trudgeon replied that there have been some informal talks with the Council <br />and Bright Keys in regards to that issue, but no formal decision has been made. He explained <br />that the area west of Armstrong Boulevard is not part of the Town Center development but the <br />area is designated as mixed use in the City's Comprehensive Plan so the area is being included in <br />the rezoning process. Bright Keys has submitted a preliminary plat for some townhome units for <br />their property and staff does have some concern if the units will be compatible with the Town <br />Center Development. The southeast portion of the Town Center site adjacent to Ramsey <br />Boulevard is currently designated as Places to Work in the City's Comprehensive Plan. The <br />master plan shows uses mostly compatible with places to work, but there may be some retail <br />components or the Charter School may be located in that area, which would not be compatible <br />with the designation of Places to Work. Staff was recommending that there be a Comprehensive <br />Plan amendment to designate the area as mixed use to be consistent with the rest of the <br />development. <br /> <br />Councilmember Kurak stated that she was aware that there had been some discussion by the <br />Town Center Task Force of staging the development and inquired as to how that would be <br />incorporated into the plan and who would control the staging. <br /> <br />Principal Planner Trudgeon replied that it has been a joint discussion between the City and the <br />developer, through the entire process, that retail and residential development would occur at the <br />same time. Staff has made it clear that they do not want it to be solely residential development. <br /> <br />Mr. Engen explained that the intention of the development group is to phase the residential, <br />commercial and retail units all at the same time and they have begun soliciting the site <br />accordingly. The key component to phasing is the access. He explained that it was critical that <br />Sunwood Drive be constructed as well as two northern routes to accommodate the traffic and <br />move the project forward much quicker. <br /> <br />Planning Commissioner Shepherd inquired as to what was being proposed at the intersections of <br />Highway #l 0 and Armstrong and Highway #10 and Ramsey Boulevard. <br /> <br />Principal Planner Trudgeon explained that the long-term plan is that there will probably be <br />overpasses when Highway #10 is realigned, but in the short term they would see some wider <br />roads and more turn lanes. <br /> <br />Councilmember Elvig inquired if the development group had any concerns with the zoning code <br />as it is currently being presented. <br /> <br />Mr. Engen replied that the Town Center Task Force did a great job of evaluating the information <br />as well as keeping options open for a variety of uses within the district.
