have any concerns with the document. He noted that flexibility would need to be honored to <br />make sure that there is the ongoing control with minimums rather than maximums. <br /> <br />Councilmember Elvig inquired as to the supermarket location what responsibility did they have <br />to assure that there will be adequate parking because he did not think that most people would go <br />into a parking ramp to go grocery shopping. <br /> <br />Mr. Engen replied that parking is a key component to making the plan work. As it pertains to the <br />grocery location, retail developers have indicated that surface parking is critical to any grocer so <br />typically the parking is part of the land purchase. Fortunately, studies have shown that parking <br />requirements for major grocery chains have reduced, which will be beneficial to the Ramsey <br />Town Center. The other critical element as it relates to parking is that the success of Town <br />Center will require some parking that feeds the core of the Town Center and covered structured <br />parking facilities tend to be the answer. It is also critical that the uses adjacent to the parking <br />structures are a direct benefit to the parking. <br /> <br />Councilmember Elvig inquired as to how the Planning Commission felt in regards to working <br />with a subcommittee to handle Town Center issues. <br /> <br />Principal Planner Trudgeon explained that the City could create a Town Center Review Board <br />that could be comprised of members of the Planning Commission, and Town Center Task Force. <br />The Board would take over the review of the specifics of the Town Center in lieu of the Planning <br />Commission and then forward their recommendations directly to the City Council. The other <br />option would be for the Town Center Review Board to make a recommendation directly to the <br />Planning Commission. He explained that there has been some desire to keep the process moving <br />and when they get into the summer months, the Planning Commission is flooded with a number <br />of developments so there may be some merit to establish the Review Board to give the <br />development the attention it deserves, but yet keeps the process moving forward. <br /> <br />Planning Commission Chairperson Nixt stated that he thought the Town Center was a well- <br />designed concept and the Planning Commission is in the process of trying to gather more <br />information and get more detail so that they can make some judgments as it relates to the <br />preliminary plat. He stated that he wants some assurance that the City will get the type of <br />development that is being proposed, and he still had a lot of detailed questions about the plan. <br />He was not sure at this time that he would be in favor of having a Town Center Review Board to <br />address Town Center issues in lieu of the Planning Commission. <br /> <br />Planning Commissioner VanScoy stated that he still has a lot of questions about some of the <br />details and as far as the process of how things would be handled in the future he was not <br />comfortable with. <br /> <br />Planning Commissioner Brauer stated that he wants to ensure that this project does not turn into <br />something they do not want. As far as the review process, he would be skeptical of setting up a <br />completely different process just for this project.
