forwarding recommendations to the Planning Commission could be beneficial, but he felt that the
Planning Commission should stay involved.

Planning Commissioner Shepherd felt that they should stay with the current process.

Mayor Gamec noted that staff should review the City Charter regarding the process.

Town Center Task Force Chairperson Hunter explained that the thought behind the Town Center
Review Board is that they would take what the standards are and compare that to what is being
proposed to assure that any development proposal is meeting all the guidelines and identify what
might need to be changed in order to meet the standards prior to the issue being forwarded to the
Planning Commission. The idea would be for the separate group to look at an individual piece
and determine if it complies and then forward that to the Planning Commission assuring that it
meets the criteria. She did not believe that the Review Board would take away the responsibility
of the Planning Commission.

Councilmember Pearson stated that the thought was that the project is so large that the Town
Center Review Board could assist the Planning Commission. They would study the information
and make sure the plans comply and then forward a recommendation to the Planning
Commission.

Mayor Gamec stated that the review by the Planning Commission is necessary, but having
another Board could assist with the process. He suggested another possibility would be for
members of the Town Center Task Force to be present at the Planning Commission meetings
when Town Center issues are being discussed to assist with answering questions.

Planning Commission Chairperson Nixt stated that he would need to know what the role of the
Planning Commission would be and what the role of the Town Center Review Board would be
before making any recommendation. That being said he was agreeable with any assistance the
Town Center Task Force could provide the Planning Commission. At this point, the Planning
Commission is trying to collect all the information they need to make a responsible decision.

Mayor Gamec inquired if there was a need to for the Planning Commission to hold a separate
meeting to focus on the Town Center since it is such a large issue.

Planning Commission Chairperson Nixt replied that the Planning Commission would be
reasonably prepared to deal with the issues as they are brought forward.

Councilmember Kurak requested that staff explain what is expected of the Planning Commission
and the City Council at this time.

Principal Planner Trudgeon explained that the master plan is an important component of the
development, but it is only a concept. When the property is platted, the only thing on the plat
will be a designation ofoutlots and the layout of the streets.

City Council Work Session/June 3, 2003
