Councilmember Kurak noted that the plat will not include setbacks and design standards at this <br />point. <br /> <br />Principal Planner Trudgeon explained that the plat would reserve large chunks of land for further <br />subdivision that would require site plan approval and the requirement to meet specific design <br />standards. <br /> <br />Chairperson Nixt stated that that was the core issue he had with the process. He stated that he <br />wants to be given the confidence that they have some detail to support the infrastructure, utilities, <br />drainage, and traffic generation analysis plan. He questioned when they were going to be <br />provided with that information. He stated that he would like to know what processes other <br />communities used for similar types of development and how much information was provided at <br />the different phases. <br /> <br />Councilmember Kurak explained that the preliminary plat would have architectural guidelines <br />and zoning districts as well as the grading plan to make it a sellable piece of property. When <br />each lot is sold it will go through the standard planning process. <br /> <br />Chairperson Nixt stated that the tract of land is identified as the Town Center and there are no <br />specific sub-zoning districts at this time. He questioned if the City was going to spot zone the <br />property on a case-by-case basis and what was going to be the master plan. <br /> <br />Principal Planner Trudgeon replied that it is not their intention to do a piece meal zoning. A <br />Town Center zoning district will be created that would include sub-districts. <br /> <br />Chairperson Nixt stated that within the mixed-use core sub-district the only definition pertaining <br />to density is a minimum of 15 units per acre. He thought that there needed to be more <br />boundaries than that. He felt that if a developer wants to go over those limits the City could <br />address that with a variance if they have the facts to support the request. Mr. Nixt stated that he <br />does not want to start supporting a preliminary plat and then find out that engineering is not in <br />agreement with the plat. <br /> <br />Councilmember Elvig replied that the City Council and the Town Center Task Force have gone <br />through a lot of those discussions and unfortunately the Planning Commission was not involved. <br />He stated that most of the questions Mr. Nixt has have been answered or considered and now <br />they need to get that information to the Planning Commission. There are things that have to <br />move forward that are critical to keeping the project going. <br /> <br />Chairperson Nixt stated that as far as it relates to the development as a whole he thought it was a <br />positive thing for the City. He did not feel that the Planning Commission would be the hold back <br />for the project. <br /> <br />Mayor Gamec stated that unfortunately there has been a lack of communication with the <br />Planning Commission and they have not been provided with the information that the Council has <br />received.
