Principal Planner Trudgeon stated that for staffto comment on a grading plan for the master plan <br />that cannot happen at this time. At this point they have looked at the bigger picture to see how it <br />will impact the City's utilities. The reason they have not commented on utilities and traffic is <br />because they are at the sketch plan phase. There has been a level of review, which has to be <br />incorporated into the development guidelines and subdivision approval. <br /> <br />Chairperson Nixt stated that the difficult position that the Planning Commission is in is that they <br />know the least about the project and they are being asked to make a recommendation to the <br />Council who has been provided with a lot more information. He inquired as to when the City <br />Council needs to have the issue before them for approval so that the Planning Commission can <br />figure out a schedule to meet that time line. <br /> <br />Mr. Engen replied that they would need to receive preliminary plat approval at the end of June or <br />early July. He emphasized the need for a special process for the Town Center development <br />because of the need for the project to move forward and the amount of workload the Planning <br />Commission currently has before them for other developments. <br /> <br />Planning Commissioner Brauer stated that at this time the Planning Commission is trying to get <br />some sense of what they are dealing with. They have had a bunch of terms flying through the air <br />that confuse them somewhat based on the way they usually do business. Typically preliminary <br />plat approval includes a specific plan with findings of fact presented so that they can make a <br />decision. What confuses the situation is that they are discussing a master plan as if it were a <br />preliminary plat, which it is not. The third issue is the rezoning issue. Clearly they are asking to <br />recommend a rezoning as well as a Comprehensive Plan amendment and typically 90 percent of <br />the time it comes with a specific proposal. Initially it appears that the rezoning needs to occur <br />and if that could be done so that they have some satisfaction as to what might be going into what <br />square, they could probably be agreeable with that. He stated that he thought that everyone was <br />very excited about the project and they certainly don't want to slow the process down because it <br />is something that needs to happen in Ramsey. He suggested that they find a common ground and <br />work out a schedule to accomplish what needs to be done. <br /> <br />Chairperson Nixt inquired as to when the developer would need to receive preliminary plat <br />approval. <br /> <br />Mr. Engen replied no later than the second meeting of July. <br /> <br />Chairperson Nixt replied that he thought the Planning Commission could accommodate that time <br />frame. <br /> <br />Principal Planner Trudgeon explained that at this point they are not talking about preliminary plat <br />approval they are talking about approving a master plan and they would like some resolution that <br />they are moving in the right direction for preliminary plat. <br /> <br />City Council Work Session/June 3, 2003 <br /> Page 7 of 10 <br /> <br /> <br />
