Planning Commissioner Brauer inquired if it was possible for the Planning Commission to <br />approve the zoning districts individually. <br /> <br />Mr. Gordon explained that the Planning Commission will be requested to approve the master <br />plan, then they will be presented with a rezoning that will overlay the Town Center district. That <br />rezoning will not give any specifics as to what will happen in the sub-districts. The last piece <br />will come with individual proposals where all the detailed review will occur. <br /> <br />Mr. VanScoy inquired as to what point does the zoning and the sketch plan come together. <br /> <br />Principal Planner Trudgeon replied that based on a sketch plan or master plan approval they did <br />not have to have the zoning in place. The developers will still have to go through preliminary <br />plat process, and site plan approval. By approving the master plan it does not complete the <br />review process, it is only the beginning. <br /> <br />Chairperson Nixt inquired if they were to go through the process and get to the point where they <br />want to start development, where does the first piece develop. <br /> <br />Mr. Jacobson replied that he thinks that it is incumbent of the team to put together an issues list. <br />The plan was put together with a layered approach that they had to address on a piece by piece <br />basis and now they need to put the layer back together and identify the issues that have already <br />been addressed. <br /> <br />Mr. Engen stated that that is why other communities have identified separate boards to address <br />these types of issues. When they realized the disconnection between the parties working on the <br />project and the lack of communication with the Planning Commission, it was not fair. <br /> <br />Councihnember Kurak inquired if they were suggesting that they bypass the Planning <br />Commission. <br /> <br />Mr. Engen replied no. He explained that as they approve the sketch plan and the zoning <br />guidelines the City may want to consider augmenting the Planning Commission with a <br />subcommittee that can spend more time on the project because it will be very time consuming. <br /> <br />Mayor Gamec recessed the City Council work session at 8:06 p.m. <br /> <br />Mayor Gamec called the City Council work session back to order at 8:17 p.m. <br /> <br />Town Center Task Force Chairperson Hunter recommended that they change the name of the <br />master plan to a concept plan, because that is really what it is. <br /> <br />Chairperson Nixt stated that he thought that what was being presented was a great plan, but he <br />wants to make sure that that is the development they end up with.
