Principal Planner Trudgeon stated that the Planning Commission is scheduled to discuss the <br />sketch plan and the zoning district. <br /> <br />Chairperson Nixt replied that in order to get ready for that meeting he requested that they focus <br />on what the permitted uses would be. <br /> <br />Principal Planner Trudgeon stated that it seems that everyone seems to be in favor of the sketch <br />plan and staff would like to see it move forward. He suggested that they hold some special <br />meetings to discuss the zoning districts so that the Planning Commission is comfortable with the <br />information. <br /> <br />Planning Commissioner VanScoy inquired if there were any controls in place that would limit <br />the number of placements of businesses such as a beauty shop in TC-4. <br /> <br />Mr. Gordon reviewed what is permitted in the TC-4 district. <br /> <br />Planning Commissioner VanScoy inquired if the Planning Commission could be put in the <br />position of telling someone that they could not have a beauty shop because there are too many <br />already. <br /> <br />Mr. Gordon replied yes. <br /> <br />Planning Commissioner VanScoy inquired if a use is permitted and there are no parameters, how <br />they can tell them that they cannot have one. <br /> <br />Mr. Gordon replied that the biggest issue the Planning Commission will probably be faced with <br />is what is the appropriate percentage for certain types of housing. There will have to be some <br />judgment calls along the way because the zoning will provide for some flexibility. <br /> <br />Planning Commissioner VanScoy expressed concern that there is a minimum requirement for <br />density but there is no maximum. <br /> <br />Principal Planner Trudgeon replied that they want to assure a minimum number of units and <br />make a document that was flexible in order to create the density that will be required for the <br />development. They would probably not be against a cap but they want to be assured that it <br />accommodates the density the development needs to have. <br /> <br />Mr. Engen stated that if they could accomplish at the next Planning Commission meeting <br />entering Ramsey Town Center into the sketch plan phase that would be extremely helpful. If <br />they could agree to the five zoning districts on a conditional basis subject to detailed evaluation <br />that would also be beneficial. He requested that the Planning Commission meet at least once in <br />June so that they can have all the preliminary plat information before them in July. <br /> <br />Planning Commissioner Brauer requested that they schedule a meeting in late June to review the <br />information. <br /> <br />City Council Work Session/June 3, 2003 <br /> Page 9 of 10 <br /> <br /> <br />
