Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Zimmerman, Cook, <br />Elvig, Pearson, and Strommen. Voting No: None. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: Discussion on Proposal for Fire Coverage in Burns Township <br /> <br />City Administrator Norman stated that at the May 13, 2003 Bums Town Board meeting, Fire <br />Chief Kapler was asked to provide proposals for the eastern half of Bums, western half of Bums, <br />and the entire township. The proposal was submitted to the Council for their review noting that <br />the eastern half of Bums has 30 to 50 fire incidents per year; the western half has 15 to 20. <br />Ramsey Fire would cover the area with current equipment and staff. The Fire Chief believes the <br />coverage for Bums Township would be a benefit. The revenue generated will assist in the <br />current budget situation. The Fire Department has been authorized to begin searching for <br />property for a 3rd fire station. A short, mid-term, or long-term agreement with Bums could <br />reduce the cost of the additional station while possibly providing a larger pool of potential <br />firefighters to staff the said station. The fee schedule will cover all fixed costs and provide some <br />additional revenue for maintenance, replacement equipment, etc. <br /> <br />Councilmember Kurak inquired as to how long it would take the City to respond to the outskirts <br />of Bums Township. <br /> <br />Assistant Fire Chief Hoxter explained that it is six miles from the edge of Ramsey to the furthest <br />edge of Burns Township and would take approximately seven minutes. <br /> <br />Councilmember Kurak inquired if the City would incur any additional liability. <br /> <br />City Attorney Goodrich replied that there is a liability but if the Fire Department has done what <br />they agreed to do in a reasonable amount of time there would not be any liability issues. <br /> <br />Councilmember Cook inquired if there was a response time included in the proposal. <br /> <br />Assistant Fire Chief Hoxter replied no. <br /> <br />Councilmember Elvig complimented Mr. Norman and Mr. Kapler for offering services to a <br />community where is it difficult to get services and at the same time bring in additional revenue to <br />the City. <br /> <br />Councilmember Zimmerman inquired if St. Francis or Elk River would be required to respond to <br />certain areas of Bums Township as well. <br /> <br />Assistant Fire Chief Hoxter explained that currently Elk River responds to the western boundary. <br />Under the proposed contract the City of Ramsey would have to request mutual aid or they could <br />have a two-mile mutual aid agreement. <br /> <br />City Council/May 27, 2003 <br /> Page 5 of 18 <br /> <br /> <br />
