City Administrator Norman replied that both projects have to be moving along at a rapid pace in <br />order to accomplish what they are attempting to accomplish. <br /> <br />Mayor Gamec inquired as to how they could put together the framework without knowing the <br />space. <br /> <br />City Administrator Norman replied that that is precisely why they need to have the architect on <br />board because they are negotiating with Town Center LLC at this time for a lot and they need to <br />make sure that they negotiate for a piece of property that would accommodate the City's needs. <br /> <br />Councilmember Elvig stated that he felt as though they are being pressed very swiftly into a <br />project, which makes him uncomfortable. He stated that he would like to see a fiscal impact <br />study identifying revenues the City receives from the Town Center. Mr. Elvig stated that he <br />could concur with the need for a new City Hall but part of the negotiations with Ramsey Town <br />Center, LLC has to include the fact that the City would be taking on a 10 million dollar endeavor <br />to construct a new City Hall, which is a key component of the Town Center. <br /> <br />Councilmember Cook replied that the Town Center is giving them a place to show the City Hall <br />and Police Department and they are cooperating with the City to be a part of the development <br />that will be a showroom for the City along with housing and retail. <br /> <br />Councilmember Kurak stated that City Hall is an important part of Town Center but is not the <br />only part of the Town Center. She stated that they need to have Mr. Baxley sit down with <br />Ramsey Town Center LLC to discuss the needs and determine the amount of land that is going to <br />be needed. <br /> <br />Councilmember Strommen stated that she understood the urgency with moving forward but it <br />does make her a bit nervous because they are not finishing their budget discussions until July. <br />She stated that she would like some assurances that they would be looking at some of the issues <br />before they continue moving forward on this path. <br /> <br />Mayor Gamec felt that they needed to determine the size of the lot before proceeding to the next <br />phase of the study. <br /> <br />Councilmember Strommen noted that that was one of the items identified in the proposed <br />agreement with BKV Group. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Kurak, to adopt the resolution <br />authorizing the proposal from BKV Group for preliminary planning for City Hall and Police <br />Department at a cost not to exceed $7,000 and authorize the use of funds from the Council <br />Contingency Fund, but directing staff to bring the budget amount of $7,000 up for discussion <br />during the 2004 budget process for a possible budget amendment to fund the expenditure from <br />another source. <br /> <br />City Council/May 27, 2003 <br /> Page 7 of 18 <br /> <br /> <br />
