Chambers to the Senior Citizens meeting area. This would require some accessibility building <br />improvements and other aesthetic improvements of the new Council Chambers. The second <br />alternative would move the Police Department to the Senior Citizen meeting area. The locker <br />facilities, however, would continue to be housed upstairs. This alternative would result in <br />relocation of the Senior Citizen's meetings and all other groups utilizing that space. The <br />current Council Chambers could be made available for most of these users, but the kitchen <br />facility would be lost. <br /> <br />Administrative Services. Community Dev¢looment. Finance <br /> <br />It is proposed that new office furnishings be provided in these areas. These departments have <br />reached a point where current configurations do not allow for any additional staffing. As the <br />community and community programs grow, so also will the staffing complement. We are <br />hoping to gain enough space through redesign and utilization of modular efficiencies to gain a <br />decade before a facility expansion needs to occur. Assuming a ten-year delay of a $1,000,000 <br />expenditure at 6% interest, this results in an annual savings of $135,868 ($169,801 per year at <br />our lending rate of 11%). <br /> <br />It could be argued that we should proceed now with a building expansion, in that a $1,000,000 <br />expansion not built now will cost so much more in the future. Alternatively, ten years from <br />now, we might be doing business significantly different from what occurs today. An example <br />is found in the banking industry where large banks built in the late 1970's and early 1980's <br />have since been converted to other users due to industry downsizing. Another is found <br />generally in the manufacturing sector wherein large inventories of product are no longer found <br />warehoused by the manufacturer. A similar situation may exist in the public sector with <br />emphasis on downsizing, consolidation, and joint powers arrangements. <br /> <br />Given the above, I am asking Council to authorize staff to proceed toward completion of the <br />above projects.
