CASE <br /> <br />DISPOSITION OF FORFEIT PROPERTY <br />By: Mike Auspos, Police Chief <br /> <br />Background: <br /> <br />We are seeing more use for a VCR and TV within the Police Department, especially in <br />investigation but also in officer training. While there is a VCR and TV combo in the <br />storage room in the Council Chambers, this is not convenient for the officers for viewing <br />during meeting times but, more importantly, that VCR is not of technical quality for certain <br />tapes. Specifically, I am referring to surveillance tapes such as found in many retail stores, <br />and as security for after hours. These tapes are usually of a stop-motion type and, for <br />playback, require a good four head player in order to obtain detail. Those higher quality <br />VCR's also allow for attachment of devices that can process a print from the display. We <br />have had several cases from Holiday Express and Brooks Superettes involving their <br />surveillance tapes. <br /> <br />Ralph's Pawn has agreed to sell us a good used TV in the price range of $100 and he gets <br />these in frequently. We would also need a cart to hold the TV and VCR and tapes for easy <br />transport. The VCR can be obtained at Blumberg Communications and is a Sony Model <br />740 priced at $379.00. Jim Way has priced these at several places, including Best Buy, <br />and either they can't beat this price or they don't have this model. Anoka Police are using <br />the 740 and it works very well. We have priced a cart through Kathy Johnson's sources at <br />$106.50. <br /> <br />I plan to purchase these items from the Police Special Fund, using the drug forfeiture <br />monies. To cover tax and any shipping, I am requesting an allocation of $650. The <br />present balance of this fund is $2,514.41. <br /> <br />Committee Action: <br /> <br />Motion to recommend that Council authorize the purchase of the TV from Ralph's Pawn <br />the VCR, Sony 740, from Blumberg Communications, and the cart purchased through <br />Administration's source with $650 allocated from the Police Special Fund using the drug <br />forfeiture monies. <br /> <br />Reviewed by: <br /> <br />Police Chief <br />City Administrator <br />Finance Officer <br /> <br />FC: 08/22/95 <br /> <br />/jmt <br /> <br /> <br />
