CASE <br /> <br /> UPDATE ON NEW POLICE FACILITY <br />By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />At the June 27, 1995 meeting, Council revisited the issue of Police Department space. At <br />that time, it was noted that we had received an estimate for a 9,750 square foot building of <br />which half was unfinished space. The cost of this building is projected at $450,000, plus <br />site work, At this time, we are uncertain of the site cost in that it will include a utility <br />extension into City property. The extent of the extension is not known. It was noted on <br />June 27 that the space needs study estimate for site work was $60,000. This number did <br />not include a utility extension. <br /> <br />On June 27, the Council authorized proceeding with new construction. Council was <br />informed that the Police Department would be touring various similar facilities after which <br />they would decide upon a conceptual drawing. That has been completed, with the building <br />growing to 5,092 square feet on each of two floors (10,184 s.f. total). I am told they <br />envisioned the building just east of City Hall with a south facing entrance. In a discussion <br />with Sergeant Gustafson, I suggested a north front door in order to utilize the 153rd drive <br />entrance for public access. Sergeant Gustafson did not have a problem with that and so <br />Cory Tauer has reoriented the building. Attached is the Police Department concept as well <br />as the north facing concept. Slight modifications in the design have occurred due to the <br />amended orientation. The concept allows for six garage bays facing west toward the fire <br />apparatus doors. It is expected that a draft site plan will be available at the table. <br /> <br />The draft budget document proposes an annual lease or mortgage payment of $61,112 (20 <br />years, 8%, $600,000). It is expected that the enlarged project will experience the following <br />COSTS: <br /> <br />Construction $490,000 <br />Professional services 10,000 <br />Site work 60,000 <br />Furnishing/move 30,000 <br />Contingency 10,000 <br /> $600,000 <br /> <br />Council should note that the utility extension is not included in these numbers. <br /> <br />The Council can utilize architectural services for design and or construction management. <br />It is expected that this would increase the budget perhaps by $50,000. <br /> <br />The Council can also bid this project as a design/build project. The City Attorney has <br />concerns that we need to ensure that all bidders through this process would be assured <br />equal opportunity to gain the award. Bidding off concept drawings may not provide <br />comfort that that has been assured. <br /> <br />Council can also initiate a lease/purchase project. The attorney may have the same <br />concerns. <br /> <br /> <br />
