CASE #

UPDATE ON C.R. #116/T.H. #47
1996 INTERSECTION PROJECT
By: Steve Jankowski, City Engineer

Background:

Ever since the C.R. #116 bridge over the Rum River was opened in early 1991, there has
been an intersection capacity problem resulting from an inadequate number of turn lanes
suitable to traffic on T.H. #47. Presently, traffic waiting to get through the intersection
backs up between 6:00 and 8:00 a.m. At times, the backups extend beyond the intersection
with C.S.A.H. #5.

The County has sought funding to remedy this problem for several years, and has secured
funding from MnDOT for construction in fiscal year 1996. The project is being funded
primarily by MnDOT, but is being designed and managed by the County Highway
Department. The City of Ramsey will have no financial obligations to this project outside
of bituminous trails alongside the highway work.

I will have available at the meeting, a preliminary construction plan. At this point, the
following are issues that may become controversial:

A raised median is being proposed which will disallow left tums on T.H. #47 into
both River's Bend Plaza and the Super America. The County will solicit written
comments from MnDOT as to whether any alternative to this restriction is
acceptable. If an alternative does exist, staff position would be that River's Bend
Plaza and the lots in Plaza 47 Addition be assessed any additional costs.

A raised median will also prevent left turn movement into and out of the Food N
Fuel and apartment building. For the apartment building in particular, this will
cause traffic to flow through the Food N Fuel property or cause a very substantial
amount of additional travel distance. This problem could be alleviated by
cooperation between the Food N Fuel and the apartment building to provide the
apartment with an access behind the Food N Fuel.

The intersection at 142nd is likely to be signalized in the near future. The existing
project ends south of this intersection. The City should consider adding additional
pavement at its own cost to facilitate a future left turn bay onto 142nd Avenue.

Committee Action:

Review plans and make suggestions for further modification, bearing in mind, that
additional costs would need to be borne by the City to prevent jeopardizing this project
from being constructed in 1996.

Reviewed by:

Copies also distributed to:

City Engineer

R&B:

10/24/95

City Administrator
Finance officer
Public Works Supervisor

/jmt
