1996 AND FUTURE STREET MAINTENANCE PROGRAM <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />Beginning in 1981, the City has conducted an annual program to address the periodic <br />maintenance needs of its bituminous pavements. Attached is a table summarizing the <br />construction and maintenance history of the City's bituminous roadways. <br /> <br />The City's policy for addressing the periodic maintenance needs of its pavements is as <br />follows. Sealcoats are applied five years after a new pavement is constructed or overlayed, <br />and pavements are resealed at seven years. Overlays are applied whenever the pavement <br />conditions have deteriorated beyond the level deemed acceptable for sealcoating. For most <br />pavements, this level can be expected following the second sealcoating. <br /> <br />Because nearly 50 percent of the City's pavements were constructed between 1978 and <br />1982, the City has not been able to meet the periodic maintenance time table outlined above <br />and a backlog currently exists. We have programmed the next three years of the street <br />maintenance program such that the current backlog of streets which exceed the target <br />maintenance schedule will be eliminated after the 1998 program. At the meeting, we will <br />present exhibits for the 1996, 1997 and 1998 programs along with the backlog of projects <br />after each of these years. <br /> <br />Attached also is a projection of program costs beyond the 1998 program. The costs for <br />these later project years have not accounted for any developer escrows or other funding <br />sources such as MSA funds.
