1996 AND FUTURE STREET MAINTENANCE PROGRAM By: Steve Jankowski, City Engineer Background: Beginning in 1981, the City has conducted an annual program to address the periodic maintenance needs of its bituminous pavements. Attached is a table summarizing the construction and maintenance history of the City's bituminous roadways. The City's policy for addressing the periodic maintenance needs of its pavements is as follows. Sealcoats are applied five years after a new pavement is constructed or overlayed, and pavements are resealed at seven years. Overlays are applied whenever the pavement conditions have deteriorated beyond the level deemed acceptable for sealcoating. For most pavements, this level can be expected following the second sealcoating. Because nearly 50 percent of the City's pavements were constructed between 1978 and 1982, the City has not been able to meet the periodic maintenance time table outlined above and a backlog currently exists. We have programmed the next three years of the street maintenance program such that the current backlog of streets which exceed the target maintenance schedule will be eliminated after the 1998 program. At the meeting, we will present exhibits for the 1996, 1997 and 1998 programs along with the backlog of projects after each of these years. Attached also is a projection of program costs beyond the 1998 program. The costs for these later project years have not accounted for any developer escrows or other funding sources such as MSA funds. The numbers do, however, suggest that an increased level of funding will be required to maintain the program.
