CASE <br /> <br />TRUNK HIGHWAY #47 ACCESS/CORRIDOR STUDY <br /> By: Steven J. Jankowski, City Engineer <br /> <br />Background: <br /> <br />On August 2, 1995, a Steering Committee comprised of Road and Bridge Committee <br />members Zimmerman and Beahen, Anoka County Engineer Son Olson, City Engineer <br />Steve Jankowski, and MnDOT representative Cyrus Knutson met to review the scope of <br />the study and review the proposals submitted by four engineering firms. Steering <br />Committee member Knutson indicated that MnDOT would be willing to commit a <br />substantial number of hours to the project beyond that time spent in attending meetings. It <br />was agreed that the selected consultant confer with MnDOT in order to eliminate tasks from <br />the scope of work which could be performed by MnDOT. Member Olson suggested that <br />the City may wish to reconsider the suggestion submitted in the various proposals that <br />MnDOT conduct the speed study due to the fact that MnDOT would be required to raise any <br />existing speed limit along Highway #47 if the data collected suggested a rise in the speed <br />limit is warranted. <br /> <br />Evaluation forms rating the four proposals on five criteria were distributed to the members. <br />It was agreed that these forms would be completed by Committee members and reviewed at <br />the Road and Bridge Committee with a recommendation made to the City Council on <br />retaining one of the four consultants submitting proposals. It should be noted that $10,000 <br />has been budgeted for this study in 1995 and that each of the four proposals estimated a <br />project budget ranging from $15,000 to $19,600. It should also be noted that $300,000 <br />has been anticipated for improvements along the corridor in 1998. It is quite likely that <br />improvements recommended from the corridor study may wish to be implemented sooner <br />than the current 5-year CIP allows and a modification of the CIP will be required during <br />budget year 1996. <br /> <br />Committee Action: <br /> <br />Motion to recommend the City Council retain a consultant to perform the Trunk Highway <br />#47 Access/Corridor Study. <br /> <br />Reviewed by: <br /> <br />City Engineer <br />City Adminisl~ator <br />Finance Officer <br /> <br />R&B: 08/08/95 <br /> <br />/jmt <br /> <br /> <br />
