Ms. Frolik reported that the purpose is the stop the crowding of road right-of-way. She advised <br />that this change was effected in 1990. <br /> <br />Chairperson Bawden inquired if the applicant was in agreement with everything mentioned. <br /> <br />Mr. Nissen affirmed that this is agreeable, and that he is interested in working with Mr. Jankowski <br />with regard to providing a sump area on the site of Ralph's Gun and Pawn. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Thorud to recommend that City <br />Council grant site plan approval to Ralph's Gun and Pawn. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Holland, Thorud, Deemer, <br />and Hendriksen. Voting No: None. Absent: Commissioners LaDue and Terry. <br /> <br />Case #4: Request for Preliminary Plat Approval of Northfork Oaks 2nd <br /> Addition; Case of North Fork, Inc. <br /> <br />Zoning Administrator Frolik stated that North Fork, Inc. is requesting preliminary plat approval of <br />another portion of the Northfork P.U.D. to be named Northfork Oaks 2nd Addition, which <br />consists of 73 acres proposed to be platted into 37 single family lots. She reported that the number <br />of lots will be within the 292 overall approved in the May 1990 modification to the P.U.D., and all <br />lots meet the one-acre minimum lot size. The lots are proposed to receive public access from the <br />extension of Royal Road from the south and 162nd Lane from the west, with two cul-de-sacs <br />extending off of Royal Road that do not exceed the 600-foot maximum length standard. There is <br />no park dedication due on this area of the P.U.D. A pedestrian transportation link is required to <br />connect the trails with those in Woodlawn Estates to the east, and the City is requiring the <br />developer to rough grade this link in a location that generally follows the rear of the yards of lots 5 <br />through 13 of Block 2. A generally acceptable Grading Plan has been provided, however a Tree <br />Preservation and Planting Plan needs to be provided as an addendum. An Erosion Control Plan <br />also needs to be provided, and soil data should be superimposed on the preliminary plat. A portion <br />of the plat borders Armstrong Kennels, and in response to concerns expressed by Charles <br />Delaney, owner of Armstrong Kennels, the developers are prepared to address this situation in the <br />same manner that was used in Northfork Oaks Addition---basically, any lots abutting Armstrong <br />Kennels are restricted from any clear-cutting within 75 feet of the common property line and all <br />buyers are put on notice of the existence and related activities at Armstrong Kennels. <br /> <br />Commissioner Hendriksen inquired whether there would be any acknowledge of the Game Fair <br />and other events occurring at the Armstrong Kennels. <br /> <br />Ms. Frolik confirmed that this is part of the agreement, and the residents will be made aware of <br />such activities. <br /> <br />City Engineer Jankowski summarized his drainage and easement recommendations outlined in item <br />6 of City Staff Review Letter dated December 28, 1994, and advised that he stands firm on these <br />recommendations. <br /> <br />Dennis Peck, Director of Development for North Fork, Inc., stated that they understand the <br />drainage concerns and will comply with whatever Mr. Jankowski feels is necessary. <br /> <br />Commissioner Deemer suggested an easement, approximately a 40-50 foot strip, to connect over to <br />Woodlawn Estates if deemed necessary in the future, possibly being used for a fh'e station satellite. <br />He expressed concern over the safety issue, noting that a fire truck must travel 8 miles from the <br />station to get back into this area. <br /> <br />Planning Commission/January 3, 1995 <br /> Page 5 of 10 <br /> <br /> <br />
