Mr. Peck suggested using the Parkland Trail. <br /> <br />Commissioner Deemer surmised that the Parkland Trail would not support the weight of a fire <br />truck. <br /> <br />Mr. Peck stated that a 40-50 foot easement would cost them about two lots, and he would resist <br />this unless the City is willing to go on the record to commit to doing such a thing. <br /> <br />Commissioner Hendriksen referred to the preliminary grading plan and inquired about the location <br />of the road. <br /> <br />Discussion ensued around the map regarding the road entering into the wetland. <br /> <br />Referring to the extension of the trail system, Mr. Peck suggested using the high ground on the <br />north side of the plat rendering an easier crossing of Trott Brook. <br /> <br />Commissioner Holland inquired whether Mr. Peck was able to resolve Ms. Niederhaus's concerns <br />mentioned at the public hearing. <br /> <br />Mr. Peck stated that they will probably not be able to do what she requested, but they did discuss <br />the outlay of the land and suggested possibly putting in trees on the trail corridor to act as a buffer. <br />Mr. Peck also stated that he talked with Mr. Delaney of Armstrong Kennels, and they will have a <br />deed restriction similar to the one they used in Northfork Oaks Addition and give written notice to <br />any buyer certifying that they are aware of the activities occurring at Armstrong Kennels. He noted <br />that Lot 20 creates a problem to have a 75 foot corridor, and he might be asking Mr. Delaney to <br />restrict some of his area around Eddy Lake to accommodate this lot, or the lot might also work <br />with a setback variance. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to recommend that City <br />Council grant preliminary plat approval to Northfork Oaks 2nd Addition based upon discussion <br />regarding drainage and contingent upon developer compliance with City Staff Review Letter dated <br />December 28, 1994. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Thorud, <br />Hendriksen, and Holland. Voting No: None. Absent: Commissioners LaDue and Terry. <br /> <br />Case #6: Confirm Preferred Land Use/Transportation Plan <br /> <br />Zoning Administrator Frolik reported that the Comprehensive Plan Subcommittee met on <br />December 15, 1994 and finalized the map (attached to these minutes as Exhibit A) which reflects <br />their determination of the preferred Land Use/Transportation Plan of the Planning Commission. <br /> <br />Commissioner Hendriksen distributed for review a memorandum (attached to these minutes as <br />Exhibit B) outlining the suggested verbiage to accompany the map and be submitted as the <br />Planning Commission's final recommendation. <br /> <br />Commissioner Deemer inquired whether Economic Development Coordinator Jim Gromberg <br />submitted the cost estimate for the west alignment as proposed by the Planning Commission. <br /> <br />City Administrator Ryan Schroeder reported that Mr. Gromberg is presently working on the <br />estimate. <br /> <br />In order to give the Planning Commission an opportunity to review Commissioner Hendriksen's <br />memorandum, Chairperson Bawden recessed the meeting at 8:36 p.m. <br /> <br />Planning Commission/January 3, 1995 <br /> Page 6 of 10 <br /> <br /> <br />
