Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Hendriksen,
Terry, and Thorud. Voting No: None. Absent: Commissioner Holland.

Case 08: Request for Sketch Plan Review of Parkshire North; Case of
Guardian Construction

Zoning Administrator Frolik advised that Guardian Construction has applied for sketch plan review
of their proposal to develop townhomes on the multi-family parcel in Sunfish Square. She
explained that the multi-family outlot is 8.7 acres in size and the developer has proposed 70
townhome units, equating to 8 units per acre. She noted that the townhomes are proposed to be
served by a private road that will enter the plat from 142nd Street N.W. and Vanadium Street
N.W. She stated that she had recommended via letter to the Commissioners that they attempt to
visit similar developments in neighboring cities due to the lack of such developments in the City of
Ramsey. She advised that she had a chance to look at Shenandoah Villas of Coon Rapids, which
have 9 units per acre, and found them acceptable. She did note that they have 4-6 extra parking
spaces available for every dozen or so units.

City Engineer Jankowski discussed Staffs concerns regarding screening and the drainage and
grading plan as outlined in the City Staff Review letter dated February 2, 1995.

Gary Persons, Guardian Construction, stated that they typically like to see one off-street parking
space for every two units. He agreed that the plan is lacking, and added that this is only in concept
form. He added that all the garages are double garages and provide parking for two more vehicles
in front of them.

Commissioner Deemer suggested providing access from this subdivision's streets to the adjacent
commercial site.

Mr. Persons opposed the suggestion of intentionally directing commercial traffic through a
residential neighborhood.

Commissioner Hendriksen felt that the applicant would want to pull back the homes adjacent to that
commercial site more than is depicted to create more of a buffer.

Mr. Persons advised that it is their intention to establish screening in that area.

Ms. Frolik added that the site plan for the commercial site will also be required to install screening.

Motion by Commissioner Deemer and seconded by CommisSioner Terry to recommend that the
developer address the off-street parking issue, as discussed, and make any recommended
amendments to Parkshire North as directed by the Park and Recreation Commission before
proceeding to preliminary plat.

Further Discussion: Mr. Persons referenced to that item of the City Staff Review letter dated
February 2, 1995 regarding minimum floor area for the units. It is noted that the minimum floor
area for a two-story unit is 720 square feet on the main floor. His units cannot meet that
requirement, but his units are three stories and the total square footage of the three stories will

Planning Commission/February 7, 1995
