He
commented that the City already has an ordinance for apartments, and there have been problems
associated with those apartments. Now he is concerned that the City is trying to put apartments
among single family homes, bringing those problems into single family residential neighborhoods.

Chairperson Bawden agreed that he fears the City is making trouble for itselfi He did not feel that
the City needs to make affordable housing in the R-1 Residential District when that is achieved in
the R-3 Residential District.

Mr. Reimann stated that many people find Ramsey favorable because of its isolation. He
suggested that if such an ordinance were to be passed there should be a limit as to the total number
allowed in the city at any given time.

Commissioner Hendriksen reminded the Commission that there are provisions in the City Code for
duplexes. He felt that if circumstances arise that would require allowing for this, then they should
be addressed on a case by case basis because it is too difficult to try and provide for every situation
in an ordinance.

Mr. Reimann viewed this as allowing for people to come into the community who don't have as
big a stake as the other residents.

Commissioner Deemer stated he would like to see a minimum lot size addressed in the ordinance.

Commissioner Hendriksen disclosed that State law provides that up to six unrelated people can live
in a house He queried whether the structural changes would have to be taken out if a new owner,
upon buying an existing home with an accessory apartment, decides not to apply for a permit. He
also wondered if some of the homes in Northfork, having a wet bar along with a refrigerator and
stove, are going to be considered accessory apartments and be required to comply.

Motion by Commissioner Hendriksen and seconded by Commissioner Terry to forward the
proposed ordinance for accessory apartments to City Council along with the Planning
Commission's recommendation against it.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Hendriksen, Terry, Deemer,
Holland, and LaDue. Voting No: None. Absent: Commissioner Thomd.

Case #5: Review Proposed Amendments to the Shoreland Management and
Scenic River Ordinance

Motion by Commissioner Deemer and seconded by Commissioner Holland to table discussion of
this case until exhibits identifying the various environmental overlays associated with these zoning
regulations are available as a pan of their review.

Planning Commission/March 7, 1995
