Voting No: None. <br /> <br />NOTE CITY COUNCIL MEETING MINUTES <br /> <br />The Planning Commission noted the following City Council meeting minutes: <br /> <br />1) City Council workshop minutes dated March 6, 1995. <br /> <br />2) City Council workshop (continuation) minutes dated March 13, 1995. <br /> <br />3) <br /> <br />Public Hearing (City Council) minutes regarding Comprehensive Land Use Plan, dated <br />March 21, 1995. <br /> <br />4) City Council regular meeting minutes dated March 28, 1995. <br /> <br />5) City Council workshop minutes dated April 3, 1995. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Request for Sketch Plan Approval of Deal Industrial Park, a Minor <br /> Subdivision; Case of Jim Deal <br /> <br />City Engineer Steven Jankowski reported that Jim Deal has applied for a minor subdivision to plat <br />property on Highway #10 (located immediately east of the trailer park) into three commercial lots <br />and one outlot for future development. He advised that the developer proposes to retain two of the <br />three existing accesses onto Highway #10. The review and recommendations of MnDOT have <br />been solicited and any plat approval should be contingent upon compliance with their <br />recommendations. City Staff also recommends a 40-foot-wide outlot be platted along the norther <br />boundary of the plat for future development as a service road in the event MnDOT purchases <br />access rights onto Highway gl 0; such outlot would also facilitate a drainage and utility easement <br />for the extension of municipal utilities. <br /> <br />Commissioner Deemer wondered why this was before the Planning Commission again when it <br />received sketch plan approval at the April meeting; he felt the public hearing should have been <br />scheduled for this meeting. He also pointed out that this subdivision will require a variance from <br />the platting procedure, as City Code considers a minor subdivision to be the creation of three or <br />less lots---this has three lots plus an outlot. <br /> <br />Discussion ensued regarding the need for a variance. <br /> <br />Applicant Jim Deal stated he would like to start construction in May with a target date of late July <br />for opening.
