Commissioner Deemer advised that tomorrow (May 3) is the cut-off date to apply for a variance <br />and get on the agenda for the Board of Adjustment's May meeting. He suggested that after <br />granting the variance at that meeting and adjourning, the Planning Commission could call a special <br />meeting to order to hold the public hearing and recommend approval to the City Council. <br />Otherwise, Commissioner Deemer suggested just making three lots now and subdividing later <br />when sewer and water becomes available. <br /> <br />Mr. deal felt the delay of a variance would set back his building schedule. He explained that he has <br />immediate plans for building on Lots 1 and 2, and he will probably be doing Lot 3 by next year. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend City <br />Council grant final plat approval to Deal Industrial Park, with Lots 1 and 2 remaining as presented <br />on the sketch plan and the balance of the plat as Lot 3, and contingent upon City Staff review letter <br />dated April 25, 1995 and the recommendations of MnDOT. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Hendriksen, <br />Holland, LaDue, and Thomd. Voting No: None. <br /> <br />Case #2: Request for Site Plan Review of Pro Sporting Goods and Anchor's <br /> Away; Case of Matt Kuker and Jeffrey Deal <br /> <br />City Engineer Jankowski advised that Matt Kuker and Jeffrey Deal are seeking site plan approval <br />to develop Lots 1, 2 and 3 of the proposed Deal Industrial Park on a 2-phase schedule. The <br />structures on Lots 1 and 2 would be constructed in 1995, with an addition to the structure on Lot 1 <br />and the development of the structure on Lot 3 to be accomplished in 1996. The buildings are <br />proposed to be used for recreational equipment sales, service and storage. As proposed, the site <br />will maintain its two current accesses onto Highway #10. Lots 2 and 3 are proposed to receive <br />access via a drive/parking lane to be developed adjacent to Highway #10 across the front of the <br />parcels, and the site plan has been forwarded to MnDOT for comment. The front 17.5 feet of <br />property on Highway #10 is to be void of any use, however the site plan only shows a 10-foot- <br />wide green space. In lieu of the fact that the proposed drive/park lane encroaching this 17.5 foot <br />green space avoids the need for additional accesses onto Highway 4/10, City Staff recommends <br />reducing that clear space to 10 feet in this case. All of the structures meet the required setbacks. <br />Mr. Jankowski advised that Lots 1 and 3 are in compliance with lot coverage restrictions, but Lot 2 <br />exceeds the limit by 58 square feet; however the total lot coverage on the 3 lots does not exceed <br />their combined total allotment. City Staff recommends approval, by variance, of the 58 square foot <br />overage. Mr. Jankowski noted that there was sufficient parking spaces, and he outlined the <br />proposed landscaping. <br /> <br />Mr. Deal explained there were existing Norway and evergreens which they would like to save and <br />they would leave everything they possibly could. <br /> <br />Commissioner Deemer wondered whether it was appropriate to leave trees on the boulevard in <br />such close vicinity to the road. <br /> <br />Mr. Jankowski discussed drainage as outlined in the City Staff review letter dated April 25, 1995. <br />It was noted that there was a typographical error, and the first sentence of item #11 (Grading and <br />Drainage) should read: Drainage from the development will be directed to two holding ponds <br />located west of Lot 1 and east of LOt 3. <br /> <br />Commissioner Deemer inquired whether there was a basement under the structures, and Mr. <br />Jankowski replied no. <br /> <br />Commissioner Holland inquired as to the type business of Anchor's Away. <br /> <br />Planning Commission/May 2, 1995 <br /> Page 3 of 7 <br /> <br /> <br />
