Rum River Hills Planned Unit Development to allow for construction of a golf course maintenance <br />building on Outlot G of Rum River Hills. <br /> <br />Further Discussion: Commissioner Hendriksen stated that these uses are expected on a golf <br />course. Chairperson Bawden questioned whether anything will be accomplished by notifying <br />more people. <br /> <br />Motion carried. Voting Yes: Commissioners LaDue, Deemer, Hendriksen, and Thorud. Voting <br />No: Chairperson Bawden. Absent: Commissioners Holland and Terry. <br /> <br />Case #13: Request for Site Plan Review for an Expansion to Rum River Plaza <br /> Shopping Center; Case of Bob Muller <br /> <br />Zoning Administrator Frolik reported that Bob Muller is requesting site plan review to construct a <br />16,920 square foot addition to Rum River Plaza Shopping Center. She advised that the proposed <br />expansion is in conformance with City Code regarding lot coverage, architectural standards, and <br />bituminous/curbed off-street parking. Although there is a substantial amount of existing and <br />proposed off-street parking, the site plan does not clearly indicate that the requirement for 1 space <br />for every 200 square feet of retail space is met. Also, City Code requires a 40 foot wide <br />landscaped yard and screening where commercial uses abut residential uses, and this impacts the <br />west and south property lines. Whether or not the setback distance is met is not identified, and a <br />landscape and screening plan has not been submitted. A grading and drainage plan has yet to be <br />submitted. The site plan is also deficient of a lighting plan and a waste storage plan. Ms. Frolik <br />also mentioned that, with consideration for future needs in the area, Staff recommends that Mr. <br />Muller be required to provide the City with easements for additional right-of-way to accommodate <br />a signalized intersection at T.H. #47 and 167th Avenue and also a pedestrian pathway along T.H. <br />#47 and 167th Avenue. <br /> <br />Applicant Bob Muller referenced the City Staff Review Letter dated June 1, 1995, and noted that <br />the lot size was incorrect; it should be 6.43 acres. He also stated that he would like the 40-foot <br />screening requirement waived because he might be purchasing the adjacent land. <br /> <br />Ms. Frolik inquired if he had any objection to leaving the 40-foot space open, and Mr. Muller <br />replied no. <br /> <br />Ms. Frolik inquired about sufficient parking, and Mr. Muller stated there would be plenty of <br />parking. <br /> <br />Mr. Muller discussed the drainage with Mr. Jankowski, stating that he didn't feel the little <br />additional paving would require ponding. <br /> <br />Ms. Frolik inquired about the lighting plans, and Mr. Muller stated the lighting was already in <br />place in the parking area and there will be lights on the canopy. <br /> <br />Ms. Frolik inquired whether there would be additional waste storage, and Mr. Muller replied yes. <br /> <br />With respect to the additional easements, Mr. Muller stated he is in favor of a light at the <br />intersection, but he feels the City needs to negotiate, not take, the easement. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Thorud to recommend that <br />City Council approve the site plan for the expansion of the Rum River Plaza Shopping Center, <br />amending the lot size to 6.43 acres, waiving the screening requirement on the west and south <br />boundaries, requiring no additional improvements to drainage and sedimentation ponds, and <br />easements for pathway and lighted intersection to be taken up in the future. <br /> <br />Planning Commission/June 6, 1995 <br /> Page 13 of 14 <br /> <br /> <br />
