Chairperson Bawden inquired whether Mr. Peck wanted to table the request until he receives a <br />response, and Mr. Peck stated he would rather get moving with the City's process. <br /> <br />Commissioner Hendriksen stated that the main concern seems to be drainage. <br /> <br />Mr. Peck replied that the drainage can be dealt with, but he feels the main concern is aesthetics. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to table North Fork, <br />Inc.'s request for a conditional use permit for grading in North Fork Links until the applicant can <br />return with a resolution from the Northfork Homeowner's Association. <br /> <br />Further Discussion: Commissioner Hendriksen agreed to accepting input from the Northfork <br />Homeowner's Association but did not feel they should determine whether the City grants a mining <br />permit. Jan Koshak - 15770 St. Andrews Lane N.W., stated it has been the experience that the <br />developer has not been willing to work with the Homeowner's Association, and that relationship is <br />not a successful one. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Thorud, <br />Hendriksen, and LaDue. Voting No: None. Absent: Commissioners Holland and Terry. <br /> <br />Case #5: Request for a Conditional Use Permit to Expand the Grace <br /> Community Bible Church Facility in the R-1 Rural Residential <br /> District; Case of Grace Community Bible Church <br /> <br />Zoning Administrator Frolik reported that Grace Community Bible Church is proposing to <br />construct a 3,600 square foot addition to their church facility at 6341 167th Avenue N.W. to <br />provide indoor recreational activity space for the members of the congregation. Churches are not a <br />permitted use in the R-1 Rural Residential District, and the church is at this location by the issuance <br />of a conditional use permit (CUP). City Code requires that any time a CUP desires to expand, an <br />additional CUP should be applied for and obtained. <br /> <br />The Planning Commission proceeded to review the Findings of Fact. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to amend the <br />Findings of Fact in the affirmative. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Hendriksen, LaDue, <br />and Thorud. Voting No: None. Absent: Commissioners Holland and Terry. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Deemer to recommend that <br />City Council adopt the amended Findings of Fact. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Hendriksen, Deemer, LaDue, <br />and Thorud. Voting No: None. Absent: Commissioners Holland and Terry. <br /> <br />Motion by Commissioner LaDue and seconded by Commissioner Deemer to recommend that City <br />Council approve the request from Grace Community Bible Church for a conditional use permit and <br />adopt the resolution declaring terms of same. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners LaDue, Deemer, Hendriksen, <br />and Thorud. Voting No: None.
