consideration of the adjacent lots. Mr. Koshak stated that the drainage plan is immature and
inadequate in that it doesn't reflect what is going to be in the area. He explained that Lots 1, 2 and
3 create a drainage swale that brings the drainage down into his area. Mr. Koshak felt that building
on these lots is marginal. He also had concerns about the erosion effect in this area, along with
restoration concerns. He explained that the neighborhood is full of dust all the time because of lack
of restoration, and he feels the City needs to "get a handle on that." He concluded that these lots
are buildable but not with these conditions.

Russ Taylor, 15651 St. Andrie Street - advised that he owns Lot 9 and has lived there about one
year. He stated it was his understanding that these lots would be built on as they exist without
grading, and that grading would disturb his view. Mr. Taylor also wanted assurances that there
will be no run-off onto his property from the grading being done across the street.

Mr. Jankowski advised that the grades are such that they will drain down and into the street in the
same manner as at present, but it may get there a little faster.

ADJOURNMENT

Motion by Commissioner Thorud and seconded by Commissioner Deemer to include as part of the
public record of this hearing the letter received from Glen D.
