June 5, 1995

Steve Jankowski
City of Ramsey
15153 Nowthen Blvd.
Ramsey, Mn. 55303

Re: Grading Permit, North Fork Inc.

Dear Steve:

Due to another meeting being held the same night, I will not be able to attend the P & Z meeting
on Tuesday. I wanted to let you know that I am opposed to North Fork Inc's. request for a
Conditional Use Permit for soil corrections on Lots 5,6,7, & 8, Block 3 Nothfork Links Addition.

I am opposed for the following reasons:

Current street elevation on the east side of Andrie is approximately 880-882 feet. The
proposed grading plan would bring the new'building pads to 887-888 feet. This increased
elevation will spoil the aesthetics of this area and will cause the proposed lots to look as
though they do not blend in with the established surrounding area.

Those of us who have purchased lots on the east side of Andrie, purchased them in good
faith that both the city and the developer had determined that proper grading and site
improvements were completed at the time the plat was approved. To raise the elevation
of the adjacent building sites now to eight feet would be a disservice to those individual
property owners in the development.

I am also concerned about drainage. Not only am I concerned about the walkout lots
potential for flooding, I am also concerned about the drainage plan creating an access of
runoff.into the drainage easement adjacent to these lots. We surely don't need to create
another potential drainage problem within the city.

Thank you for expressing my concerns to the Planning and Zoning Commission. I trust that each
of you will do what's in the best interest of the city.

Sincerely,

Glen D. Hardin
15681 Andfie St. NW
Ramsey, Mn. 55303
