was doing but he did not get any results/reply from Mr. Toilette. He then complained to
the City and was informed by City Staff that the golf course was in compliance with City
Code. He continued that now there's supposed to be a forty-foot buffer zone. He felt it
appeared to be a deliberate attempt to keep him from removing his trees and if that was their
intent, they should have informed the people in the area. Mr. Sehmidt stated it appears the
golf course does not want to work with the home owners in the area. Mr. Schmidt noted
that the Commission has a copy of a letter from Dick Toilette. Mr. Tollette mentions what a
good location this might be (southeast and southwest corner of the golf course). He bases
this judgement on experience. Mr. Schmidt reported that he contacted the National Golf
Foundation which is a non-profit organization that gives unbiased views in terms of
developing and operating golf courses. One of the executive summaries is on planning a
golf maintenance building. One of the items they touch on is that you should centrally
locate the maintenance area on the golf course. Another summary dealt with guidelines for
planning a golf course and it mentions the need for extensive planning in the area of
maintenance. Mr. Sehmidt disseminated pictures of local golf courses, as well as the
information he received from the National Golf Foundation and letters from three
Realtors® proclaiming the lower property value. He called attention to a letter from the
golf course that stated they would work with the people. He asked the Commission to not
let the Rum River Hills Golf Course take these words back.

Gary Cook, 5830 - 164th Lane N.W., Ramsey, stated he lives across from Gerry Schmidt
and stated that when he looks out his picture window, he directly views that area where the
maintenance building is being proposed. He reported there is maintenance noise now and
expressed concern that there will be more noise and more activity if the maintenance
building is placed there. He stated he is opposed to that location for the building, he does
not want that to be his view from his picture window and that he is in agreement with what
Mr. Schmidt stated.

Mark Sill, 5751 - 164th Lane N.W., Ramsey, stated he lives a couple houses down from
Mr. Schmidt. He described the pond he has in his yard that separates the golf course from
his home. He commented that he is not exactly sure if this building will be a detriment to
his property or not. He stated he is an avid golfer (golfs once a week) and that is one of the
reasons he moved to his house is because it is on the golf course and he has the course
view from his deck. He realized the golf course needs something for maintenance but he
wasn't sure it made sense to put in in this location. He stated there is a loser and a winner
here but it appears there has been no communication between the golf course and the
neighborhood. Something needs to be worked out. Mr. Schmidt has done a lot of
research of other golf courses and you do not see the maintenance buildings in the course
area. He suggested the Commission ask themselves if they would want this in their back
yard. He commented on not knowing what a PUD is and inquired if it meant that future
plans are to build on it. It appears in the original agreement that it was intended to be an
open area. He inquired what benefit the City would derive to say yes to this request.

Ms. Frolik explained that a PUD is a zoning the City can place on land that allows for a
mixture of uses in combination with open space. This area is zoned for single, multi-
family, golf course and commercial activities.

Mr. Sill felt that something could be worked out to benefit both parties.

Fred Hillyer, 5741- 164th Lane N.W., Ramsey, stated that he is new to the neighborhood
and is hearing both sides being represented this evening. He felt that all homeowners
should have been contacted about this plan and maybe this problem could have been
resolved before it reached this point. He continued that he has been in his home about six
months and that he has had some dealings with the golf course staff and they have been

Planning Commission/June 21, 1995
