Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry,
Hendriksen and Thorud. Voting No: None. Absent: Commissioners Holland and
LaDue.

The public hearing adjourned at 8:29 p.m.

Conl~ission Business

Chairperson Bawden called the regular portion of the Planning Commission meeting back
to order at 8:29 p.m.

Commissioner Hendriksen recalled when this PUD was a very controversial topic in the
City of Ramsey. The golf course was promoted as a benefit to the homeowners. He stated
that a golf course needs a maintenance building and that he visited the site and looked at the
corner lot. It is currently being used as a dump. It has really cut these people off from the
golf course. It thwarts the whole issue of adjoining property becoming part of the golf
course. He inquired if they would consider constructing the building between one of the
lots and the golf course. He stated he was not satisfied that all the other alternatives have
been exhausted and that he could not move forward until he knew this for sure. Residents
have asked that we do more of a study on this. We have been asked to mitigate the
situation where everyone suffers a little but gains a little. He added that he is impressed
with some of the things he has seen.

Motion by Commissioner Hendriksen and seconded by Commissioner Terry to direct Staff
to coordinate a meeting for a committee of residents, golf course personnel, and members
of the Planning Commission to try to find a middle ground for this situation that is less
offensive to all.

Further discussion: Commissioner Deemer recollected that last time a development was
deferred from this Commission was at the time of Flintwood. The residents were allowed
to do the design and Mr. Deemer stated that makes him a little leery. Commissioner
Hendfiksen felt this issue does not compare to that one. Commissioner Deemer disagreed.
He suggested that maybe the Commission or City staff should sit down with the developers
and discuss the concerns, but "do not turn residents lose on the golf course". He then
inquired of Mr. Tollette why this location is the best. Mr. Tollette replied that the golf
course owns only the golf course property - only what's zoned PUD and there are only
three feasible sites there. There is no access for an area anywhere on the north side to put
anything. All other private lots are the property of Tom Anderson and Bill Dom. The
course has holes through there but no area to put anything close to a standard maintenance
building. The other two sites would have to use the stub road off of 164th Lane. With
regard to Junkite - it's a dirt area from 164th to the golf course - it's nothing. The other

Planning Commission/June 21, 1995
